The Municipal Council of Salt Lake City, Salt Lake
County, Utah, met in regular public session on the 3rd day
of November, 1981, at the hour of 5: 00 o' clock P.M. at the
regular meeting place of the Municipal Council in Room 301 in
the City and County Building, Salt Lake City, Utah.
The meeting was duly called to order by the Chairman
of the Municipal Council with the following members of the
Municipal Council being present, constituting a quorum of the
Municipal Council:
Palmer DePaulis , Chairman
Ione M. Davis, Councilmember
Ronald J. Whitehead, Councilmember
Sydney R. Fonnesbeck, Councilmember
Grant Mabey, Councilmember
Edward W. Parker, Councilmember
Alice Shearer, Councilmember
Absent :
None
There were also present :
Ted L. Wilson, Mayor
Kathryn Marshall, City Recorder
Roger Cutler, City Attorney
After the minutes of the preceding meeting had been
duly read and approved, the City Recorder presented to the
Municipal Council an affidavit evidencing the giving of not
less than twenty-four (24) hours public notice of the agenda,
date, time, and place of the November 3, 1891, meeting of the
Municipal Council in compliance with the requirements of Section
52-4-6 (2) , Utah Code Annotated, 1953, as amended, by (1) posting
written notice of the meeting at the principal office of the
Municipal Council, and (2) providing notice to at least one
newspaper of general circulation within the general geographic
jurisdiction of said city, or to a local media correspondent.
The affidavit was ordered recorded in the minutes of the meeting
and is as follows :

I, the undersigned, the duly qualified and acting City
Recorder of Salt Lake City, Salt Lake County, Utah, do hereby
certify according to the records of said city in my official
possession, and upon my own knowledge and belief, that in
accordance with the requirements of Section 52-4-6(2) , Utah Code
Annotated, 1953, as amended, I gave not less than twenty-four (24)
hours public notice of the agenda, date, time, and place of the
November 3, 1981, public meeting held by the Municipal Council
of Salt Lake City, Salt Lake County, Utah, by:
(a) causing a Notice of Public Meeting to be posted
at the principal office of the Municipal Council at room number
311, City and County Building, Salt Lake City, Utah, on October 30,
1981, at least twenty-four (24 ) hours before the convening
of the meeting, in the form attached hereto as Exhibit A; said
Notice of Public Meeting having continuously remained so posted
and available for public inspection during regular office hours
until the convening of the meeting; and
(b) causing a copy of the Notice of Public Meeting
in the form attached hereto Exhibit A to be provided on October 30,
1981, at least twenty-four (24 ) hours before the convening of
the meeting, to The Salt Lake Tribune, a newspaper of general
circulation within the geographic jurisdiction of said city,
and to each local media correspondent, newspaper, radio station
or television station which has requested notification of meetings
of the Municipal Council.

Thereupon, after the conduct of other business not
pertinent to the following, the following resolution was introduced
in written form by Councilmember Whitehead, was read in full
and, pursuant to motion duly made by Councilmember Whitehead
and seconded by Councilmember Fonnesbeck, was adopted by the

A RESOLUTION providing for the publication of a
Notice of Bonds to be Issued with respect to
$5, 000,000 Water and Sewer Revenue Bonds, Series
1981, of Salt Lake City, Salt Lake County, Utah,
and providing for the running of a contest period.
BE IT AND IT IS HEREBY RESOLVED by the Municipal Council
of Salt Lake City, Salt Lake County, Utah, as follows :
Section 1. That in connection with the issuance of
$5, 000, 000 Water and Sewer Revenue Bonds, Series 1981, of Salt
Lake City, Salt Lake County, Utah, authorized pursuant to the

Master and Supplemental Resolutions adopted on November 3, 1981,
and in accordance with the provisions of Section 11-14-21, Utah
Code Annotated, 1953, as amended, the City Recorder shall cause
a "Notice of Bonds to be Issued" to be published one time in
The Salt Lake Tribune, a newspaper published and of general
circulation in the city, and to cause a copy of this resolution to
be kept on file in her office for public examination during regular
business hours until at least thirty (30 ) days from and after the
date of publication thereof.
Section 2. That the "Notice of Bonds to be Issued"
shall be in substantially the following form:
NOTICE OF BONDS TO BE ISSUED
NOTICE IS HEREBY GIVEN pursuant to the provisions of
Section 11-14-21, Utah Code Annotated, 1953, as amended, that
on November 3, 1981, Salt Lake City, Salt Lake County, Utah,
sold its $5,000,000 Water and Sewer Bonds, Series 1981, dated
December 1, 1981, to the State of Utah Department of Natural
Resources , Board of Water Resources, at the price of $5, 000,000.
The Water and Sewer Revenue Bonds, Series 1981,
pursuant to resolutions of the Municipal Council of Salt Lake
City duly adopted on November 3, 1981, are to be issued for the
purpose of acquiring improvements and extensions to the water
and sewer system owned by Salt Lake City, and payment of costs
incident thereto and to the authorization and issuance of the
revenue bonds. Said bonds bear interest payable on March 1
of each year, payable intitially on March 1, 1982, at the

rate of 6-5/8% per annum, and mature on March 1 of each of
the years and in the amount, as follows :

Copies of the Master and Supplemental Resolutions
adopted on November 3, 1981, by the Municipal Council of
Salt Lake City authorizing the issuance and confirming the sale
of the above described $5,000, 000 Water and Sewer Revenue Bonds,
Series 1981, are on file in the office of the City Recorder of
the city, in the City Hall, where they may be examined during
regular business hours of the City Recorder from 8: 30 o ' clock
A.M. to 5: 00 o ' clock P.M. Said resolutions shall be so
available for inspection for a period of at least thirty (30 )
days from and after the date of the publication of this notice.
NOTICE IS FURTHER GIVEN that pursuant to law for a
period of thirty (30 ) days from and after the date of the pub-
lication of this notice, any person in interest shall have the
right to contest the legality of the above described resolutions
of the Municipal Council of Salt Lake City adopted on November 3,
1981, or the $5, 000,000 Water and Sewer Revenue Bonds , Series
1981, of the city authorized thereby, or any provisions made for
the security and payment of such revenue bonds , and that after

such time, no one shall have any cause of action to contest
the regularity, formality or legality thereof for any cause
whatsoever.

Section 3. That for a period of thirty (30 ) days after
publication of the Notice of Bonds to be Issued, any person in
interest shall have the right to contest the legality of the
Master or Supplemental Resolutions, or of the revenue bonds thereby
authorized or any provisions made for the security and payment
of the revenue bonds. After such time, no one shall have any
cause of action to contest the regularity, formality or legality
of the Master or Supplemental Resolutions or the revenue bonds for
any cause whatsoever.
Section 4. That this resolution shall become effective
immediately upon its adoption.

PASSED AND APPROVED by the Municipal Council and the
Mayor of Salt Lake City, Salt Lake County, Utah, this 3rd day
