.AMENDING 1967 MASTER PLAN OF SALT
LAKE CITY BY ADOPTION OF A HOUSING
ELEMENT.
RESOLUTION NO. 106 OF 1981
(Amending 1967 Master Plan of Salt Lake City
by adoption of a Housing Element)
WHEREAS, the City of Salt Lake since 1960 has experienced
a lack of growth in terms of its total resident population
while commercial development expanded rapidly; and
WHEREAS, the City finds that it is important to encourage
the growth of its residential population to support and
complement the City's vitality, growth and improve its overall
environmental quality; and
WHEREAS growth of available housing will be accomplished
by maximizing and improving existing resources together with
new construction, which growth should be guided by master
planning to ensure it enhances the environment of residential
neighborhoods to complement rather than compete with
commercial growth; and
WHEREAS, after extensive review and discussion of the
housing issues facing the City by City staff, the Planning
Commission and citizen advisory groups, the Planning Commission
formulated, adopted and recommended to this Council in October
of 1980 proposals for a housing element to guide growth of
housing within the City; and
WHEREAS, the City Council, upon review of said recommenda-
tion, has formulated its own policy declaration entitled "Salt
Lake City Master Plan - Housing Element: City Council Policy
Declaration", dated May 5, 1981, building upon and refining
much of the planning philosophy and recommendations of the
Planning Commission in an abbreviated form; and
WHEREAS, the Planning Commission of Salt Lake City reviewed
the Council's Policy Declaration of May 5, 1981, and, after its
own discussion and citizen comment received in public hearing,
officially adopted the Council Declaration as the superseding
document containing the housing element for the 1967 Master Plan
on or about September 10, 1981; and
WHEREAS, the Planning Commission, pursuant to the
authority in Chapter 9 of Title 10, Utah Code Annotated, has
recommended that the City Council also formally amend said
Master Plan by adding and adopting said Declaration of the
Plan's housing element of said Plan, to guide the growth and
development of housing within the City; and
WHEREAS, the City Council has again reviewed said Policy
Declaration and concurs with the Planning Commission that the
policies therein are valuable to guide the growth and develop-
ment of the City, and that it is in the best interests of the
City to endorse and adopt this plan as the legislative policy
of this City to promote orderly long-range development of
housing.
THEREFORE, BE IT RESOLVED by the City Council of Salt Lake
City, Utah, that the document entitled "Salt Lake City Master
Plan - Housing Element: City Council Policy Declaration" dated
May 5, 1981, heretofore adopted by the Planning Commission, is
hereby officially adopted by this legislative body as part of
the official master plan of Salt Lake City, Utah, as a general
guide for the future development within the City. A copy of
said plan is incorporated by reference, and three (3) copies of
said plan shall be retained on file at the office of the City
Recorder and shall be available for public review and inspection.
