WHEREAS, the Board of Commissioners desires to follow the recom-
mendations of the Citizens' Advisory Committee on Capital Improvements that
a study be undertaken to determine the following questions:
(a) The nature and degree of sewage treatment which will be neces-
sary in order to properly dispose of Salt Lake City sewage in an economical
manner.
(b) The disposition and use of any effluent from the treatment of
Salt Lake City sewage, and
WHEREAS, the Board of Commissioners deems it wise not to include a
requirement for such study in the question relating to sewage on the ballot
in the forthcoming bond election, and
WHEREAS, the Board of Commissioners deems it wise to place an un-
restricted question on the ballot in order that no attack may be made upon
the validity of the bonds when and if issued because of a real or imaginary
failure of the Board of Commissioners to undertake such study in the manner
thought necessary by individual citizens;
NOW, THEREFORE, be it resolved by the Board of Commissioners of Salt
Lake City:
(1) That a study of the type set forth in this resolution shall be
undertaken before any bonds relating to sewage disposal and treatment shall
be issued by the Board of Commissioners if the issuance of such bonds is
approved by the voters of Salt Lake City in the forthcoming bond election.
(2) The nature and degree of the said study and its expected cost
to Salt Lake City shall be determined by the Board of Commissioners before
such study shall be undertaken. A time limit therefor shall also be set
by the Board of Commissioners before such study is launched.
(3) The purpose of such study shall be to determine the following
questions:

(a) The nature and degree of sewage treatment which will be neces-
sary in order to properly dispose of Salt Lake City sewage in an economical
manner.
(b) The disposition and use of any effluent from the treatment of
Salt Lake City sewage.
