Bracken Lee • COMMINIONiR Requesting the Governor of the State of Utah and the Utah State Legislative Council to make certain that legislation is enacted at the next session of the Lepislature to properly implement the constitution amendment of 1948 and to provide fo regular grand jury sessions to be held at stated intervals and thus give effect to the desires of the electorate as so expressed in said constitutional amendment. WHEREAS, the electorate of the State of Utah in the general election held November 2, 1948, overwhelmingly adopted a constitutional amendment to the Constitution of the State of Utah providing: "The formation of the grand jury and the powers and duties thereof shall be as prescribed by the Legislature;" and WHEREAS, notwithstanding the desires of the electorate thus expressed and the serious need for legislation to implement the said amendment, the Legislature has never enacted appropriate legislation, but has simply permitted the statute in existence prior to the adoption of said amend- ment to remain unmodified; and WHEREAS, the Board of Commissioners of Salt Lake City, Utah feel that in the interest of good government and to preserve public confidence in governmental officials regular sessions of the grand jury should be held at stated intervals and appropriate legislation should be enacted to reach such result. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF CITY COMMISSIONERS OF SALT LAKE CITY, UTAH that it does hereby respectfully request the Governor of the State of Utah and the Utah State Legislative Council to make certain that legislation is enacted at the next session of the Legislature to properly implement said constitutional amendment and to provide for regular grand jury sessions to be held at stated intervals and thus give effect to the desires of the electorate as expressed in said constitutional amendment.
