RESOLUTION OF APPRECIATION
WHEREAS, Mildred V. Higham started employment with Salt Lake
City Corporation as a clerk-typist on April 24, 1958; and
WHEREAS, she was subsequently promoted to a minute clerk,
secretary and, subsequently, to Chief Deputy City Recorder on Nov-
ember 1, 1968; and
WHEREAS, she served with distinction as Deputy Recorder
until January 7, 1975, when she was appointed to the statutory
office of City Recorder; and
WHEREAS, said Mildred V. Higham has endeared herself to the
citizens and employees of Salt Lake City through her obviously
competent, but uniformly courteous and uniquely cooperative
service; and
WHEREAS, through her years of service she has exemplified
and personified the virtues of fealty, loyalty, dedication,
efficiency and conscientiousness; and
WHEREAS, her reverence and love for the records and history
of Salt Lake City and her leadership in requiring fastidious and
precise record keeping have simply become an expected norm for
the City Recorder's office; and
WHEREAS, her care in conducting elections, issuing City
bonds and executing and guiding other documentary actions of the
City, have been dependably accurate; and
WHEREAS, in recognition of her years of sacrifice and
service (which effort often included working weekends and after-
hours, without any expectation or request for recognition or
compensation), she was awarded the Salt Lake City Chamber of
Commerce's Employee of the Year Award in 1975; and
WHEREAS, she has elected to retire effective February 15,
1981 in order that she and her husband, T. Robert Higham, can
fulfill voluntary service as missionaries for their church;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Salt Lake
City Council that they do, collectively and individually, express

their heart-felt thanks to Mildred V. Higham for her dedicated
and exemplary service to the City and its residents for a period
exceeding 22 years. In that time, she has established a legacy
which has left a historical record to benefit City operations for
years to come; for that reason alone her name will always be
known and respected in City government.
BE IT FURTHER RESOLVED that the Mayor and Salt Lake City
