RESOLUTIO N
Rarely in our city's history has the announcement of
the death of one of her notable women left so profound an
impression as occurred in the passing of :Srs. F. 0. Howard,
who Wee. celled to the Great Beyond, June 24, 1944.
For the good part of a generation, Mrs. Howard has been
the .glorious moving spirit in the establishment of Memory
Grove, in City Creek Canyon. Indefatigable in her own ener-
gy, she has worked constantly to the end that this fine mem-
orial might be fully worthy of the loved ones it commemor-
ates. Not only has she not spared herself in bringing this
beautiful canyon park into being, but she has also been ex-
tsenely generous in the expenditure of her own personal funds.
Furthermore, she has also used her fine enthusiasm to
motivate others of our citizens to take en interest in this
irnaortent public enterprise.
It must be appreciatively said to .:rs. Howard': credit
that she builded wisely. She sought the greatest counsel
available in the land with the result that the developments
in the canyon accord with the finest of landscape architec-
tural practice.
Lira. "oward's thoughtful concern respecting other Gold
Star Mothers and her gracious interest in them have been
among the most beautiful aspects of building Memory Grove.

This friendliness has made for comforting relationships
among these mothers.
The administration of Salt Lake City feels a -?reat
obligation to I!rs. "Toward. Her vision, untiring energy,
and devoted initiative have given our citizens one of our
most beautiful parks. Added to this also is the personal
funds she has generously supplied and those she has en-
couraged others to contribute.
It is certain that don the years the memory of this
-rest citizen - Gold Mar '.;other - Mars. E. 0. Howard, will
be kept as fresh and green as the lovely lawns, majestic
trees, prolific shrubs and plants cud flowers, which were
planted under her wise direction.
It is, therefore, resolved that the t3oard of Commission-
ers of Salt Lake City extend to L. 0. Howard and family,
its sincerest sympathy in the passim of the beloved wife
and mother. May Providence bless them and comfort them in
their great loss. May the glorious memories of this eminent
citizen assuage the anguish of this parting.
