The Board of Commissioners of Salt Lake City, Salt Lake County,
Utah, met in regular session on Thursday, the 14th day of March, 1968, at the
hour of 10:00 o'clock a.m. at its regular meeting place in the City and County
Building, Salt Lake City, Utah. The meeting was called to order by Mayor J.
Bracken Lee and on roll call the following members were present:

Commissioner Conrad B. Harrison introduced the resolution which
follows and moved its adoption, which motion was seconded by Commissioner
George B. Catmull and upon being put to vote was adopted by the following vote:

The resolution is as follows:
RESOLUTION NO. 12
A Resolution Providing for the Holding of a Special
Election on April 16, 1968, for the Purpose of Sub-
mitting to the Qualified Electors of Salt Lake City,
Salt Lake County, Utah, the Question of the Issuance
of$1,000,000 General Obligation Zoo Building Bonds
of said City.
BE IT RESOLVED by the Board of Commissioners of Salt Lake City, Utah:
Section 1. The Board of Commissioners of Salt Lake City,Salt Lake
County, Utah, hereby finds and determines that it is necessary to construct and equip
buildings and improvements at the public park and zoo known as the Salt Lake City
Zoo at the Bogle Zoological Gardens located in and owned by said City. The Board
of Commissioners further finds and determines that there are not sufficient funds
in the treasury of Salt Lake City for this purpose and that it is necessary that in-
debtedness be incurred by the City and that bonds of the City be issued and sold to
provide all or a portion of the necessary funds for such purpose. Accordingly, an
election is hereby called and shall be held in Salt Lake City pursuant to the Utah
Municipal Bond Act to submit to the qualified taxpaying electors of Salt Lake City
the question of whether bonds of the City in the amount of$1,000,000 shall be
issued and sold for the purpose of paying all or a part of the cost of constructing
and equipping buildings and other improvements at such park and zoo facilities.
Section 2. The election is hereby called to be held in said City on
Tuesday, the 16th day of April, 1968, between the hours of 7:00 o'clock a.m. and
8:00 o'clock p.m. at which time there shall be submitted to the vote of those
qualified electors of Salt Lake City who are owners of property in said City and
have paid a property tax therein during the twelve months preceding the election,
the proposition substantially in the form set at in the form of ballot appearing in
Section 5 hereof.
Section 3. The election shall be held in Salt Lake City and the
polling places within said City are those specified in the form of Notice of
Election set out in Section 6 hereof.

Section 4. The Board of City Commissioners shall hereafter
by resolution or resolutions appoint judges of election consisting of not less
than three such judges for each polling place and one or more alternates to
serve as judges in case of the absence for any cause of the designated judges.
Each judge of election and alternate shall be a qualified elector of Salt Lake City.
The City Recorder shall provide the judges of election with all necessary ballot
boxes, ballots, paraphernalia, equipment and supplies needed for the election
including ballots substantially in the form set out in Section 5 hereof and regis-
tration books for each voting district in the City. The City Recorder is auth-
orized and directed to communicate such instructions to the judges and
alternates as may be necessary to enable them to properly conduct the election,
canvass the votes and certify the results thereof to the Board of City Commissioners
as required by law.
Section 5. The ballot to be used in voting upon tie proposition
submitted shall be prepared and furnished by the City Recorder to the Judges of
Election to be furnished by them to the voters and shall be in substantially the
following form:

Section 6. Notice of such election shall be published three times,
once a week during three consecutive weeks, the first publication to be not less
than twenty-one nor more than thirty-five days before the election, in the
Deseret News, a newspaper published in and having general circulation in Salt
Lake City and qualified to carry legal notices under the laws of the State of Utah.
Such notice shall be in substantially the following form:

The polls at such polling places shall be opened at the hour of 7:00 o'clock a.m.
and will be kept open until and will be closed at the hour of 8:00 o'clock p.m.
There is to be no special registration of voters for such election and the official
register last made or revised shall constitute the register for such election, except that the
County Clerk of Salt Lake County will register at his office during regular office hours, except

Saturdays, Sundays and holidays and except during the ten day period immediately preceding the
bond election, any person who on the day of the election will be a qualified elector and will
register such persons as provided by law.

Section 7. Only qualified electors of Salt Lake City, Salt Lake County,
Utah, as shall have paid a property tax therein during the twelve months preceding
such election shall be permitted to cast a vote at such election. Any person applying
for a ballot at any polling place designated for the conduct of such election who is not
challenged and any such person whose qualifications to vote are challenged by any one
or more of the election officials or by any other person at the time the ballot is applied
for shall receive a ballot and be entitled to vote if(1)such person is shown on the
registration list as a registered voter in Salt Lake City, Salt Lake County, Utah, and
(2)such person either (a)signs an oath sworn to before one of the election officials
that he is a qualified elector of Salt Lake City and has paid a property tax therein
during the twelve months preceding such election, or (b)produces a tax receipt
showing that he owned of record property in Salt Lake City on which he had paid a
property tax during the twelve months preceding the election.
Each of the election officials is expressly authorized to administer
such oath in accordance with the provisions of Section 11-14-6, Utah Code Annotated,
1953, as amended.
In the case of any such challenge or challenges to any person applying
for a ballot, the election officials shall keep a list of the names of each person
challenged, the grounds for such challenge and whether such person was permitted to
vote. Such list shall be made in duplicate by the election officials at each polling
place and after the closing of the polls the duplicate list shall be returned to the City
Recorder by the election officials so that such duplicate list will be available to the
Board of City Commissioners when it canvasses the election results.
Section 8. The oath referred to in Section 7 hereof shall be in sub-
stantially the following form:

Section 9. The Board of Commissioners hereby provides and
directs that this resolution be published in its entirety one time in the Deseret
News, a newspaper published in and of general circulation in Salt Lake City.
For a period of thirty days after such publication any person in interest shall
have the right to contest the legality of this resolution or any action taken
pursuant thereto, but after such time no one shall have any cause of action to
contest the regularity, formality or legality thereof for any cause whatsoever.
Section 10. This resolution shall take effect immediately upon
its passage and approval.

RESOLUTION NO. 20
A RESOLUTION DECLARING THE RESULTS OF A
SPECIAL BOND ELECTION HELD APRIL 16, 1968
WHEREAS, a special meeting of the Board of Commissioners of Salt Ldc e City,
Salt Lake County, Utah, regularly called, was held on Monday the 22nd day of April, 1968, at
the hour of 10 o'clock A.M. at the City and County Building, Salt Lake City, Utah, being the
regular meeting place of said Board, at which meeting there were present and answering roll
call the following, who constituted all of the City Commissioners of Salt Lake City:

Commissioners: James L. Barker, Jr.
George B. Catmull
E. J. Garn
Conrad B. Harrison
Absent None
There were also present: City Recorder, Herman J. Hogensen
City Attorney, Homer Holmgren
Thereupon the following proceedings, among others, were duly had and taken:
Commissioner Conrad B. Harrison moved that the Board of Commissioners
resolve itself into a canvassing board to canvass the returns of the Special Bond Election, held
in said City on Tuesday, the 16th day of April, 1968. The motion was seconded by Commissioner
E. J. Garn and was carried by unanimous vote of all Commissioners present.
Said Board immediately resolved itself into a canvassing board and the Recorder
having produced the returns, the Board proceeded to open and canvass the votes in the manner
required by law.
After completing canvass of the votes cast, the Board found the returns to be and
in all respects made in the manner and form required by law and thereupon made an Abstract of
the votes cast at said Special Bond Election, which said Abstract was in words and figures as
follows, to-wit:

Thereupon, it was moved by Commissioner George B. Catmull and seconded
by Commissioner James L. Barker, Jr. that the Board of Commissioners resume its regular
order of business, which motion was carried by the unanimous vote of all the Commissioners
present and the Board of Commissioners thereupon resumed the regular order of business.
Thereupon, Commissioner Conrad B. Harrison introduced the following resolution
and moved its adoption, which was then read by the Chairman in full and at length, as follows:
RESOLUTION
WHEREAS, the Board of Commissioners of the City of Salt Lake City, Salt Lake
County, State of Utah, at a special meeting thereof, duly and regularly held, as required by law,
on Monday, the 22nd day of April, 1968, did publicly open the returns and canvass the votes of
the Special Bond Election held in said City on Tuesday the 16th day of April, 1968, to vote upon
the following question:
Shall the city of Salt Lake City, Salt Lake County, State of Utah, be authorized to

the 22nd day of April, 1968, is as follows:

TOTAL votes cast IN FAVOR OF THE PROPOSITION 4,752

SECTION 2. That the question upon the issuance of said General Obligation Bonds so
voted upon at said Special Bond Election is hereby declared to have been duly carried by more
than a majority of the votes cast by the qualified electors in said City voting at said election;
and that the right and power was given to said City to issue General Obligation Bonds in the
amount as specified in said question.

after its passage and approval.
Passed and approved by the Board of Commissioners of Salt Lake City, Salt
