Greeder Nag,Capippell Phillips RES LUTION IN OPPOSITION TO Result HOUSE BILL 271 OF THE 1979 GENERAL LEGISLATIVE SESSION WHEREAS, House Bill 271 has been introduced to the 1979 General Legislative Session which provides for the establishment of a municipal election district within Salt Lake City, for each city commissioner and for the at-large election of the mayor of that city; and WHEREAS, the boundaries of said districts appear to have been set arbitrarily; for example, First Avenue and "M" Street is included within the proposed "East Bench" rather than the "Avenues" district; and Twenty-first East between 1300 South and 2100 South is included in the proposed "Sugarhouse" district while the area directly west is on the "East Bench" district; and WHEREAS, although the bill purports to apply only to first-class cities, the bill is tailored to Salt Lake City even though other municipalities in the State of Utah may soon become cities of the first class; and WHEREAS, the bill specifies the administrative and executive re- sponsibilities of each commissioner by district, (e.g., the Public Safety Commissioner must be elected from the Sugarhouse area) , in such a manner as to limit by district residence rather than by quali- fication the candidates authorized to file for a vacancy in a partic- ular commission office; and WHEREAS, such a structuring of executive authority may result in services being extended to certain areas of the city in a preferen- tial manner based on factors other than need and may discourage residents of Salt Lake City from becoming candidates for Commission office, even though qualified, based on strictly geographic consi- deration; NOW, THEREFORE, BE IT RESOLVED by the Board of Salt Lake City Commissioners that it urges the 1979 General Session to oppose and reject House Bill 271 because it would impose upon government of a -2- first-class city a system of government factionalized in its con- ception and based upon election district boundaries drawn upon an apparently irrational scheme. IT IS FURTHER RESOLVED that a copy of this resolution is to be forwarded to the members of the House and Senate as an expression of the City's concern and opposition to this bill as presently adopted.
