WHEREAS, the Central Utah Project, involving the waters of the Colorado River, is the only substantial means by which the State of Utah and its inhabitants can divert and put to beneficial use that portion of the waters of said river that has been allotted to the State of Utah and thus be able to preserve and utilize its rights to said waters; and, WHEREAS, said waters constitute the last major source of water available for use in Utah and the whole future economy of the State is dependent upon the full utilization of the water available through said project; and, WHEREAS, expeditious completion of said project is of vital necessity to the State of Utah and its inhabitants to supply the water needed to fully develop the State's resources and sustain its rapidly increasing population: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY, UTAH, that it does hereby petition the Congress of the United States to appropriate sufficient funds to construct as expedi- tiously as possible the first phase, commonly known as the Bonneville Unit of said Central Utah Project, and said Board does hereby support and urge the making of such appropriations.
