WHEREAS, the sources of revenue presently available to, and being
employed by, Salt Lake City are critically insufficient to supply funds
needed for providing the services required of the city, for the payment
of adequate salaries to its officers and employees, to assure efficient
administration of municipal affairs and to make adequate provision for
future growth and the present need for additional revenue is an absolute
necessity; and,
WHEREAS, a careful investigation and study of Salt Lake City's
financial needs and possible sources of additional revenue has been
made by a committee of citizens appointed to assist the city's govern-
ing body in resolving the city's financial difficulties; and,
WHEREAS, it appears, and the report of said citizens' committee
confirms, the only possible sources of revenue to which the city could
presently resort for additional funds involve placing greater burdens
on those taxpayers who are already over burdened and thus aggravate
the inequities already existing in the tax structure now in effect; and,
WHEREAS, an increase in the city's sales and use tax of one-half
percent would produce not only sufficient revenue for the city's needs,
but would make possible some reduction in the property ad valorem taxes
and would provide as wide an equitable base as possible for the support
of the city government; and,
WHEREAS, it is the considered judgment of both the citizens' com-
mittee and the board of city commissioners that the city and other
municipalities of the state should be given authority to increase the
sales and use tax by one-half percent:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY, UTAH, that the Governor of the State of Utah, Honorable
Calvin L. Rampton, be, and he hereby is, requested and urged to forth-
with call a special session of the Utah State Legislature to consider
granting to the counties and municipalities of the state the authority
to impose an additional sales and use tax of one-half percent.
BE IT FURTHER RESOLVED that said special session also consider
the elimination of double taxation imposed upon city taxpayers who pay
for municipal services rendered by counties to areas not supplying such
services at their own expense.
Passed by the Board of Commissioners of Salt Lake City, Utah, this
18th day of MaY , 1967.
