Honorable RICHARD P. MORRIS,

Dear Sir:-
Regarding the opening of bids for the
laying of the Ninth South Street storm sewer,
I beg to state that this office is advised by
the City Attorney that no bids can be accepted

Contractors other than those who have
furnished bids are desirous of bidding on this

against the City provided contract is let with-
out their having had an opportunity to bid.
In view of these facts the attorney ad-
vises that the only safe way is to readvertise
the notice to contractors for a period of twenty
days, and reject the bids now on file.
Awaiting your advice in this matter, I
beg to remain
Very respectfully,
CITY ENGINEER.

aforesaid until this 26th day of September and,
