Starting in 1931 and following through for several years,
the United Spanish War Veterans of Salt Lake City inaugurated a
program to establish a flag ceremony in our city schools. At that
time very few schools had proper facilities for displaying our
national colors. In many of the schools small flags were fastened
to the door casings at the entrance to each room. They remained there
throughout the years, bedraggled, dirty and forlorn.
The plan was presented to Supt. Childs, who gave his consent,
provided it met with the approval of the school principals. Miss Della
Pendleton of the Forrest School at the time was trying out a self-
governing school court and readily agreed to give the plan a try. She
arranged for a bugle and drum corp.,along with a flag detail, to func-
tion morning and night at the raising and lowering of the flag.
The ceremony met with eager response from the student body.
It was a wonderful and inspiring sight to see the little tots together
with the older boys and girls stand at attention on the first sound of
the bugles, if within their hearing, on or off the grounds, and then
orderly and quietly march into their rooms.
Miss Pendleton made such a favorable report of the success
of the ceremony, that we had no trouble in our contacts with the other
schools where it was readily received and put into action. With the
support given to us by patriotic people and Veterans' organizations,
we were enable to erect a flag pole on the grounds of every school
in the City. The Spanish War Veterans were greatly favored in the
movement by the generous helpd of The Salt Lake Telegram.
In 1935 our attention was directed to the facilities pro-
vided for the flying of our flag on the City & County Building. The
flag pole was placed on the ridges of the rook on the north and south r%,

wings, where the flag was flown intermittently at the convenience and
inclination of the custodians of the building.
In this building were housed our City and District Courts,
our City and County Government, the Board of Education and the City
Superintendent of Schools.
We deplored these conditions in letters written to the
Commissioners and the Board of Education and asked that a suitable
plot of ground be set aside by the Commission for the erection of a
flag pole and monument.
The Board of Education, through our good friend, Dr. Nuttle,
was asked to allow a collection of from 1 to 15¢' to be taken among the
school children of the City to provide funds for the project. Both
requests were granted.
The Board of Edcuation appointed a committee consisting of
J. V. Buckle, representing the U.S.W.V., Dr. J. R. Worlton, representing
the superintendency, Mr. J. R. Hagen, representing the High School,
Mr. J. R. Smith and Miss Ella Kelsey, representing the Elementary
Schools. and Mr. W. Russell, Harley W. Gustin and Mr. .
Billings, representing the Board of Education, to supervise,direct
and plan for the project. The monument was finished and dedicated on
June 4, 1936, Mr. Alex Ebehart, President of the Board, accepting it
from the committee and turning it back to the City and County Commission
for its preservation and promise to see that our flag was properly flown
from the flag pole at all times. At the time the contributions were
accepted from the children, they were given the opportunity to sign
their name, state their age and what they wished to be when they grew
up, on parchment paper furnished by the committee. These papers were
to be sealed in a copper box and placed in a nich provided in the

granite base of the monument. There to remain for a term of 10 years.
This promise was made 15 years ago. Many eventful happenings
have taken place since then. Two wars in which many of the signers
gave up their young lives. Both Supt. Childs and Nuttle, several
members of the Board of Education, principals of the schools, members
of the Commission and many Spanish War Veterans have gone to their
reward. Now before it is too late we are desirous of fulfilling our
obligation and the promise made to the children at that time. We take
this opportunity of requesting permission of your Honorable Body to
open the monument on October 26, 1950 at 3 P.M. and remove the box
containing the children's names.
Provisions were made at the time the box was inserted for
its removal. A block of granite on the east face of the granite base
is so placed that it can be removed, without causing damage to the
monument. Plans have been made for the proper and safe disposal of
the parchments containing the names.
Permission to open the monument has been granted by the

RESOLUTION
Result
WHEREAS, the ex-service organizations of Salt Lake County
are sponsoring plans to build a civic flagpole memorial and monument
dedicated to Salt Lake City school children; and
JHEREAS, the Salt Lake City Board of Education proposes
to raise funds by accepting donations of fifteen cents from each
school child; and
WHEREAS, the cost of building said flagpole memorial and
monunent will be exclusive of land, and whereas it is desirable to
place the same on the grounds of the City and County Building.
NOW, THEREFORE, BE IT RESOLVED by Salt Lake City, a muni-
cipal corporation of the State of Utah, that the following described
land being a part of the City and County Building grounds in Salt
Lake City, Utah, and now dedicated to be used, be and the same is
hereby set apart for the use of the inhabitants and school children
of Salt Lake City and Salt Lake County for the purpose of erecting
and maintaining a flagpole memorial and monument, to-wit:
Commencing at a point 22.2 ft. north of the southwest
corner of Lot 5, Block 38, Plat NA", Salt Lake City Survey,
and running thence East 64 ft., thence South 44.4 ft., thence
West 64 ft., thence North 44.4 ft.to place of beginning.
That said flagpole memorial and monument shall be erected and main-
tained without cost to Salt Lake City and subject to the approval
of the City Engineer; that appropriate services and memorial services
by the school children of Salt Lake City and Salt Lake County may
be conducted upon and around said land whenever convenient and neces-
sary.
