Result . . . .
WHEREAS, the financial and business affairs, governmental and
proprietary interests of Salt Lake City have grown with such momentum and
proportion in recent years, that the offices of Mayor and Commissioner
require constant attention to the weightier matters of over-all govern-
mental function and administration; and
WHEREAS, in order to expedite the purchasing of a great variety
of articles, equipment and supplies essential for carrying on the business
of the several departments of city government without confusion, duplica-
tion, hindrance and waste, and without the constant attention and time of
the Commission; and
WHEREAS, in the opinion of the Board of Commissioners of Salt Lake
City, the interest of the city, its citizens and taxpayers can better be
served by investing certain designated officers with full responsibility
for minor details of city administration; and
WHEREAS, the Purchasing Agent is fully qualified and competent to
make certain purchases without the approval of the Board of Commissioners
in sums not to exceed $500.00, exercising his sound discretion:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY, UTAH:
That the City Purchasing Agent of said city be, and he hereby is,
designated, authorized and empowered and directed to make purchases of any
and all items of equipment, supplies and all articles of personalty not
to exceed the sum of $500.00 for any one item or article or any lot or
collection of such items or articles at any one time.
Purchases may not be divided nor subdivided or the purchase thereof
deferred to a subsequent occasion for the purpose of circumventing or
evading the provisions of this resolution, nor shall said Purchasing Agent
buy more than $500.00 in merchandise, equipment, supplies or other per-
sonalty whatsoever from any person, firm, or corporation, whether as a

single item or more than one item in a single lot, without first obtaining
the approval of the Board of Commissioners.
The City Purchasing Agent shall confer with the City Auditor and
ascertain from him whether or not any article or item of prospective
purchase is within the current budget appropriation and whether or not there
are funds on hand to pay for the same before making such purchase.
Purchases under the authority herein granted shall be made in the
manner and by accounting methods furnished by the City Auditor and shall
be reported to him monthly enabling said Auditor to make monthly reports
to the City Commissioners as required by law.
This resolution is passed pursuant to statutory authority granted
in Title 10, Chapter 10, Section 6, of the Utah Code Annotated, 1953.
