Dear President Gardner:
The Board of Commissioners of Salt Lake City has forwarded to me a
Resolution passed by that body requesting that plans for the University
Medical Center Additions include provision of security facilities to
provide for securing prisoners who are waiting for or receiving medical
treatment from personnel at the Center. A copy of this Resolution is
attached.
It seems to me to be a reasonable and meritorious request.
By copy of this letter, I am taking the liberty of suggesting to the
appropriate parties that the recommendations be honored and implemented.
If, in your opinion, there are justifiable reasons for not doing so,
please advise in order that a meeting may be scheduled to discuss the
matter.

WHEREAS, the University of Utah Medical Center is considering
additional construction on its premises; and
WHEREAS, Salt Lake City has occasion to deliver prisoners to
the facilities at the University Medical Center for treatment; and
WHEREAS, in order to properly secure said prisoners while waiting
for or receiving treatment at said Medical Center it is necessary and
desirable that facilities be provided for securing said prisoners while
waiting for and/or receiving said treatment; and
WHEREAS, the failure to provide such security facilities for said
prisoners would increase opportunities for prisoner escape with possible
personal injury to innocent bystanders and property damage.
NOW, THEREFORE, the Board of Commissioners of Salt Lake City
respectfully requests that the State of Utah, the University of Utah
and the Board of Directors and staff of the University Medical Center
include within any plans for new construction at the University Medical
Center, security facilities to provide for securing prisoners who are
waiting for or receiving medical treatment from personnel at the
University Medical Center.
