motion that the cost of living raise of 7%for all non-managerial
employees be adopted effective April 1, 1978.
The City Attorney is hereby directed to prepare an ordinance if
necessary.

Dear Commissioner Phillips:
The Board of City Commissioners, at Its meeting today, approved your
motion as follows:
I move that the six-point Executive Pay Plan Schedule, adopted
March 1, 1978, be_implemented effective April.l, 1978, and
that a 7%cost of living pay increase for all non;managerial
employees be implemented effective from April 1, 1978,
through June 30, 1979. I further move that a six-point
Resolution, referred to as Resolution No. 17 of 1978, as
presented by Commissioner Jennings Phillips, Jr., be spread
upon the Minutes of the Meeting of the City Commission of
March 30, 1978, and that each of the bargaining agents, IBPO,
IAFF, UPEA, and APSCME be requested to initial the Resolution,
indicating understanding and agreement with said Resolution.
I further move,that a hearing on the matter be held April 11,
1978, at 10:00 a.m. in Room 301 City and County Building, and
that said hearing be published in the legal section of the Deseret
News April 3, 1978.

Gentlemen:
The Utah Public Employees Association, representing the
employees of Salt Lake City Corporation in the Clerical/Technical
Unit,agrees to accept the seven percent (7%) cost-of-living
increase April 1, 1978.
The UPEA further agrees not to file an unfair labor practice
under the provision of the Collective Bargaining Resolution con-
cerning the seven percent (7%) cost of living.
However, the UPEA agrees to the above only upon the following
conditions:
1. The Commission will not commit itself to make any
cost-of-living increase negotiated by any labor group
hereafter, retroactive.
2. The Commission agrees that UPEA acceptance of this
cost-of-living raise would not jeopardize or preclude any
other benefits from being bargained for with the City.
I would also request the Commission to give the seven percent
(7%) cost-of-living raise as a flat dollar amount based on the
average salary of the 1,900 employees covered under the Collective
Bargaining Resolution, rather than giving each employee a seven
percent (7%) increase based on his or her individual salary.

Dear Mayor and Commissioners:
Concerning your request to grant the employees in the Clerical/Technical
Unit of Salt Lake City Corporation a cost of living raise of seven percent (7%),
effective April 1, 1978, if the Utah Public Employees Association will agree
not to file an unfair labor practice against Salt Lake City Corporation, I
would appreciate your response to the following questions:
1. If UPEA refuses to accept this cost of living raise now and
continues to bargain with the City Negotiations team, will the
Commission commit to making whatever settlement reached between
UPEA and the City retro—active to April 1, 1975?
2. If UPEA agrees to accept this cost of living for the employees
in the Clerical/Technical Unit, will it preclude them from
bargaining for other benefits (i.e. higher cost of living, fully
paid health, increased vacation, etc.)?
3. Would the Salt Lake City Commission be willing to give the seven
percent (7%) cost of living raise as a flat dollar amount based
on the average salary of the 1900 workers covered by the collective
bargaining resolution, rather than a seven percent (7%) across the
board increase based on the employee individual salary?
If I could receive your response to the above items, I will be in a more
favorable position to respond to your cost of living offer.
I will anxiously await your reply.

RESOLUTION
In recognition that a demoralized and poorly payed work force is false
economy, the Salt Lake City Commission resolves the following:
1. To implement a 7% cost of living pay increase for all nonmanagerial
employees effective from April 1, 1978, to June 30, 1979.
2. To proceed with collective bargaining toward fiscal year 1978-1979
contracts for both monetary and nonmonetary provisions.
3. To subtract from each bargaining units' pay proposal the equivalent
of this immediate salary benefit as agreed to by the respective units.
4. To continue assembling an accurate forecast of 1978-1979 fiscal year
revenues to determine if additional salary adjustments and benefits
are feasible.
5. To implement a hiring freeze on all new hires and rehires in conjunction
with other cost saving formulas to be assembled beginning April ' having
a July 1 effective date. The Personnel Department will be instructed to
formulate a plan to compensate employees assuming a larger work load
because of a shrinking work force.
6. To not raise taxes for fiscal year 1978-1979 nor to accept windfall gains
from the Utah State property tax reassessment.
