The Board of Governors thereupon appointed a special • Vigilance Committee to aid the city authorities in the enforcement of the smoke ordinance, which special Vigilance Committee was com- posed of the following named gentlemen: • John Osaita, Chairman; Dr. E. F. Root; W. Mont Ferry, Thomas Marioneaux, Dr. T. B. Beatty, H. M. Wells, Win. H. King, Capt. Dom- .-, can MoVichie, John Dern, J. W. Houston, C. R. Pearsall, Lester D. Freed, Francis D. Rutherford, F. 0. Frick, A. H. Peabody, Lewis T. Cannon, Frank "Moyle, John C. itler, and Thomas C. Webber; and WHEREAS, This Vigilance Committee after due publication in th daily newspapers of notice, and after timely war given that they would begin on Wednesday. the 29th day of Fsimmhar; to cause. the daily arrest of all offenders; and WHEREAS, The said committee did begin accordingly on said day to make complaints and oause to be arrested offenders against the smoke ordinance; and WHEREAS, in so doing this committee found that painstaking instructions and schooling had to be given to firemen% of this oit who were greatly deficient is a proper understanding of the art of practical firing, requiring more time than was practical for this committee or any member thereof to give to this pause; and furtker WHEREAS, There is required'under the guidance of this eommitt e two inspectors to accompany the city authorities, one in ens solidi- and another in another section of the city, which inspectors need r, to investigate the causes of the trouble, and point out possible -2- solutions of the trouble, and otherwise aid in an advisory way the securing of competent firemen, seeing that one fireman may not have too many furnaces to attend to, and otherwise regulating and lendi : praotioal advice to smoke makers who have heretofore given no atte - tioa to this department of their business, but however, not recom- mending any particular fuel dealer or apparatus; and WHEREAS, The said Vigilance Committee states that the employ- ment of the aforesaid agencies to act under their guidance is a necessity to continue their plans to bring about the abatement of the smoke nuisance; and WHEREAS, The said committee advises that with their aid they will be able tithia ninety days to largely remedy the smoke evil, now so objectionable and damaging to our city; NOW THEREFORE, BE IT RESOLVED, by the City Council of Salt Lake City: That the Mayor be, and he is hereby empowered and authorised to appoint, for a period of three months from date of appointment, and to assign and determine their duties, two suitable persons as Smoke Inspectors, at a salary of one hundred and fifty ($150.00) dollars per month, each, payable as are the salaries of city officers, and one suitable person, with ezperienne, as a stoker, at a Salary of four (44.00) dollars per day, whioh said smoke inspect- ors and stoker, shall work under the guidance and direction of the Vigilance Committee, and oo-operate with them is the plan now bean. followed out for the abatement of the smoke nuisance./
