WHEREAS, the mining industry is responsible
for approximately one-half of all the industrial
activities of the State of Utah;
AND WHEREAS, silver mining is one
of the largest factors in this particular industry;
AND WHEREAS, through Congressional action
a silver purchase policy has been fixed under which the
President of United States has the authority to establish
from time to time the purchase price of newly mined
silver;
AND WHEREAS, silver is mined in the State
of Utah in connection with many other ores and the
establishment of the price of silver above the World
Market makes it possible for many mines to continue in
operation which would otherwise be closed;
AND WHEREAS, there are many thousands of
citizens in the State of Utah seeking employment at the
present time and many thousands additional are being
cared for through the operation of the Works Progress
Administration;
AND WHEREAS, the purchase of silver under
the present policy by the Federal Government is not in
any way imposing additional tax burdens on the people of
the United States nor is it imposing any obligation on
the part of people of other sections of the nation
caring for the people who are dependent upon the silver
mining industry inasmuch as silver certificates are
issued against the silver purchased;
-2- Resolution
AND WHEREAS, we are of the opinion that in the event
the President of the United States should see fit to restore
the former purchase price of silver to-wit: seventy-seven and
fifty-seven hundredths cents ($.7757) per ounce, many thousands
of additional people would immediately find employment in the
Western States and thereby relieve the Federal Government, as
well as the local governments, of the tremendous responsibility
they are now carrying in providing relief in various forms.
NOW THEREFORE, Be it Resolved by the City Commission
of Salt Lake City, Utah, that we petition His Excellency,
Franklin Delano Roosevelt, the President of the United States,
that he continue his silver purchasing policy and that he
establish the price of newly mined silver in the United States
for the coming year at seventy-seven and fifty-seven hundredths
cents ($.7757) per ounce.
