Dear Ms. Higham:
On behalf of Secretary Brown and Secretary Alexander, I am replying to
your letters of April 24, 1980, forwarding a copy of City Council of
Salt Lake City Resolution No. 18 opposing the closure or fragmentation
of current operations conducted at Fort Douglas, Utah.
Within limited resources, the Department of Defense and the Department
of the Army must continually review their activities and operations with
a view toward achieving greater economies and management efficiencies.
Such a review resulted in a decision last year to close Fort Douglas
except for an Army Reserve complex and the post cemetery.
The Army's realignment case study, which was made available for public
review and comment in March 1979, identified the estimated costs and
savings and the advantages and disadvantages of the various realignment
alternatives. The issues raised in your resolution were addressed in the
review process and were considered fully in arriving at the decision to
close Fort Douglas.
This decision will provide savings in personnel and dollars for applica-
tion to higher priority defense needs and, in the context of the Federal
Government, also will produce a net saving to the taxpayers. Our review
concluded that transferring certain additional Federal operations to Fort
Douglas would provide substantially less savings.
We understand the Council's and Mayor's interest in the Army and Fort
Douglas and appreciate your providing us with their resolution.

RESOLUTION
WHEREAS, Fort Douglas has served as the focal point for the
coordination of National Defense matters within the State of Utah
and has been a vital part of local military operations; and
WHEREAS, Fort Douglas has been designated as a National Historic
Landmark and serves as a landmark in the history and development of
the State of Utah and is an integral part of this state's heritage;
and
WHEREAS, the Federal Government is currently considering the dissolution
and fragmentation of Fort Douglas; and
WHEREAS, such closing would have a significant and detrimental
impact on Utah's economy; and
WHEREAS, the continued use and operation of Fort Douglas is vital
to the current local military community in terms of military function,
recruiting, housing, and strategic geographical location; and
WHEREAS, the closing of Fort Douglas would actually result in
increase cost to the Federal Government due to the necessity of con-
tinuing post operations on privately owned premises which would have
to be leased or rented at government expense; and
WHEREAS, Fort Douglas is strategically located so as to best
serve the Army Reserve units of Utah, Idaho and Montana;
NOW, THEREFORE, BE IT RESOLVED in joint resolution by the Council
and Mayor of Salt Lake City that:
1. The Council and Mayor register firm opposition to any proposal by
the Federal Government and the Secretary of Defense which calls for the
closure or fragmentation of the current operations conducted at Fort Douglas.
2. The Federal Government would be well advised to consider transferring
certain additional federal operations to the available space at Fort Douglas
which is not currently occupied. Such action would result in a great savings
to the federal treasury and would result in a more efficient allocation of
government resources.
Passed by the Council and Mayor of Salt Lake City, Utah, this
8th day of April , 1980
