AND BE IT FURTHER RESOLVED, tnat the City Re- corder, be and she is hereby empowered and directed to make any further aid necessary changes to properly and legally make said special election of July 1st, 1931, effective. BE IT FURTHER RESOLVED, that in the opinion of the Board of Commissioners, it is necessary to the health, pace and safety of the inhabitants of said City that this resolution take effect immediately and said resolution shall take effect upon the passage thereof.
