WHEREAS, there is a demand on the part of various Civic and welfare Organization within the City and County of Salt Lake to coordinate the efforts of welfare work in Salt Lake City and County; and WHEELS, it is deemed advisable that the Board of City Commissioners of Salt Lake City, and the Board of County Commissioners of Salt Lake County shall take cognizance of the existing and prospective conditions in this county; THEREFORE, BE IT RESOLVED that the Mayor of Salt Lake City and the Chairman of the Board of County Commissioners acting conjointly shall be and are hereby authorized to appoint an advisory committee, the number and personnel of which to be determined by said Mayor and Chairman of the board of County Commissioners, and that this committee is authorized and instructed to act as the duly accredited representatives of the Mayor of Salt Lake City and the Chairman of the Board of County Commissioners of Salt Lake County, and to serve in the following capacity: (1) To make a survey of existing conditions in Salt Lake City and County, resulting from or growing out of the period of business depression and unemployment now prevailing, and which call for immediate or prospective attention and relief. (2) To formulate a feasible plan of coordination and control, insofar as possible, of the activities of all agencies now engaged in public charity and relief ::ork, or available for such purposes. (3) To devise ways and means for raising ad- ditional revenues, when it becomes necessary, to augment the funds now available from all sources for the relief of the destitute and unemployed in this community. (4)r To arrange for the employment of an executive secretary to assist all agencies in carrying, ' out their plan providing it is found feasible to do so. In making this appointment, it is expressly under- stood that the investigations and deliberations of the committee are to be considered and treated as confidential, insofar as practicable; that none of the findings or conclusions arrived at by the committee are to be made public without the knowledge and consent of the public officials who have created the com- mittee; and that the committee is in nowise authorized or em- powered to comit or bind the City Commission of Salt Lake City or the Board of Commissioners of Sale Lake County in any matter involving a ouestion of governmental policy or involving en expenditure of public funds. - 2 - Signed, BOARD C' C .'Y CO°. iSSIO'rERS GaMiJ '% N/40^✓l .!
