WHEREAS, the past and present policies pursued by the Salt Lake
County government with respect to the development of subdivisions in
unincorporated areas within the county has brought about a rapid and
extensive growth of urban type residential areas; and
WHEREAS, such residential areas require the same type of municipal
services as do the regularly incorporated municipalities in the county;
and;
WHEREAS, the County government has assumed to render such municipal
services to said residential areas and thereby has extended County govern-
ment into fields not appropriate to such government; and
WHEREAS, the result has been, and will continue to be, to place an
inequitable and unnecessary burden upon the taxpayers in the incorporated
municipalities of the county by imposing taxes upon such taxpayers to
sustain the furnishing of municipal services to the unincorporated areas
at a cost to them now estimated at approximately 11/2 million dollars:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY that the Board of County Commissioners of Salt Lake County
take immediate steps to correct this inequitable situation.
BE IT FURTHER RESOLVED that to correct such situation it is suggested
that due consideration be given to the policy adopted by Weber County,
which, in brief, requires that any area sought to be subdivided be first
annexed to an existing incorporated municipality or be created into an
incorporated municipality by itself, and that all unincorporated areas
in the county be so zoned as to lot size for each dwelling as to make
urban type development impractical and undesirable while remaining outside
an incorporated community.

BE IT FURTHER RESOLVED that the City Recorder deliver this
resolution to the Board of County Commissioners.
