RESOLUTION
Result . .
WHEREAS, the involvement of United States military personnel
in the protection of the rights of self determination for the
people of Southeast Asia constitutes a condition of undeclared war
against the Communist aggressors in that part of the world; and
WHEREAS, warfare has always been necessarily brutal and des-
tructive of life and property in the attainment of its objectives;
and
WHEREAS, the conviction of Lt. William L. Calley, Jr. by a
military tribunal of the crime of premeditated murder of Vietnamese
women and children in the course of authorized military operations
in South Vietnam will forever diminish the right and the power of
this nation to oppose totalitarian aggression in the world and,
indeed, in our own country; and
WHEREAS, the political chicanery of those who would so weaken
the resolve and ability of liberty-loving people everywhere will
only serve to strengthen the Godless enemies of freedom; and
WHEREAS, the people of Salt Lake City and the State of Utah
are incensed and angered at the convening and verdict of the
military court in the case of Lt. Calley; and
WHEREAS, Lt. Calley should not be the sacrificial lamb to
absolve humanity of blame for the heartless brutality of war;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF SALT LAKE CITY, UTAH, in its own behalf and on behalf of the
residents of Salt Lake City, that the President of the United
States, as Commander in Chief of the Armed Forces, and the Congress
of the United States, be requested to exercise all authority vested
in them by law to pardon or grant clemency to Lt. Calley in the
event that his conviction is upheld by the appellate courts and to
enact all necessary legislation to protect members of the armed
services of the United States of America from being subjected to
similar charges under similar circumstances in the future.
BE IT FURTHER RESOLVED that a copy of this resolution be
mailed to the President of the United States, the Speaker of the
United States House of Representatives, the Majority and Minority
Leaders of the United States Senate, and all members of Congress
from the State of Utah.
