Barker Hammen 1 ,` Harrison Phillips RESOLUTION Result WHEREAS, the storage, collection, transportation and disposal of solid wastes in the Salt Lake Metropolitan area are presently being carried out by several units of government as well as by private enterprise; and WHEREAS, the problems of planning for future activities in this regard, especially disposal, will avail themselves more readily to solution in a coordinated manner; and WHEREAS, the U. S. Environmental Protection Agency has strongly supported and offered financial assistance for a Metropolitan Area-Wide Solid Waste Management Planning Project; and WHEREAS, the U. S. Environmental Protection Agency has indicated a need for the planning project to be carried out with the full coopera- tion of all municipalities within Salt Lake County and the County of Salt Lake; and WHEREAS, the County of Salt Lake has agreed to serve as the applicant agency for purposes of project administration; and WHEREAS, the proposed planning project would be guided by a governing board known as "The Salt Lake Metropolitan Area Waste Management Board", consisting of a commissioner from the County of Salt Lake, a commissioner from Salt Lake City Corporation, and one additional member to be selected by the Public Works Committee of the Salt Lake County Council of Governments; and WHEREAS, the Project Director and all other project personnel must be mutually agreed upon by the members of the Salt Lake Metropolitan Area Waste Management Board; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY that: (1) Salt Lake City Corporation supports the proposed Salt Lake Metropolitan Area Solid Waste Planning Project, and will participate in the joint effort as described in the grant application; and (2) Salt Lake City Corporation will contribute its share of the $18,000.00 cash contribution and $37,000.00 in-kind services contribu- tion, to be prorated on the basis of population served; and (3) Salt Lake City Corporation will commit funds and manpower to implement the recommendations of the planning project, insofar as they are in the best interests of the citizens of Salt Lake City; and (4) As the planning project provides reasonable solid waste manage- ment alternatives, Salt Lake City Corporation will not permit the open dumping or open burning of solid wastes, insofar as State and local laws and ordinances allow, and environmentally sound collection and disposal practices will be pursued; and (5) Salt Lake City Corporation will pursue the adoption of such ordinances as recommended by the planning project, insofar as such ordinances provide for more efficient, economical, and environmentally acceptable solid waste management practices and insofar as such ordinances are in the best interests of the citizens of Salt Lake City.
