/ RESOLUTION OF APPRECIATION ,
WHEREAS, the City has been in dire financial straits
and dependent upon uncertain federal grants and appropriations;
and
WHEREAS, it is the desire of the City to become, so far
as is practicable and possible, financially self-sufficient;
and
WHEREAS, in furtherance of that desirable objective,
the City has for a number of years sought to obtain a quarter-
cent sales tax increase; and
WHEREAS, many Utah legislators have been unwilling to
sponsor the needed legislation because of the political reper-
cussion, which some fear flow from attaching one's name to
a tax increase measure; and
WHEREAS, it takes a legislator of courage to sponsor such
legislation and thereby enable it to be considered by the whole
legislature; and
WHEREAS, tax matters may be politically unpopular, but
they must be presented to the legislators for debate, and those
who facilitate the healthy discussion of these issues deserve
the community's highest praise and compliments; and
WHEREAS, Representative M. Byron Fisher, representative
of District 14, has proved himself to be a courageous legis-
lator, willing to withstand the adverse politicial comment
which may follow sponsoring such a bill;
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Board of
Commissioners of Salt Lake City, on behalf of themselves and

all the residents of Ralt Lake City, hereby express to
Representative, M. Byron Fisher, its sincere appreciation
and gratitude for the selfless and politically courageous
act of sponsoring important and needed legislation to make
Salt Lake City more solvent and self-sufficient. Such
sponsorship in the face of the safe harbor of "let someone
else sponsor such legislation" is in the highest order of
legislative selflessness, The Commission expresses its
heartfeld thanks and gratitude, and wishes that M. Byron
Fisher receive a full measure of recognition for his selfless
and courageous action from proponents and opponents to the
measure.
BE IT FURTHER RESOLVED that a copy of this resolution
be delivered to Representative M. Byron Fisher with the
Commission's warmest wishes for an extended political life.
