WHEREAS, Salt Lake City, as an accommodation to Salt Lake County,
agreed not to oppose certain legislative proposals which were designed
to provide temporary relief for the County's fiscal problems; and
WHEREAS, even though some significant modification of those
original proposals were subsequently made, Salt Lake City has not op-
posed them and they have now been reported favorably out of the House
committee; and
WHEREAS, an integral part of the legislative program to provide
temporary relief to Salt Lake County also involved obtaining a permanent
solution to the "Double Taxation" issue and elimination of the pro-
liferation of overlapping and redundant taxing units of government
through the passage of a meaningful municipal annexation law; and
WHEREAS, representative Demont Judd has introduced an annexation
proposal known as House Bill 375, which is fair, equitable and just,
and which Bill does provide a permanent solution to the aforesaid
problems; and
WHEREAS, the principles set forth in House Bill 375 recognize
the proper service roles of Utah City and County governments and give
municipal organizations the tools with which to effectively deliver
municipal services to urban areas of the State; and
WHEREAS, House Bill 375 will result in a consolidation of municipal
service delivery in existing municipal entities, without a prolifera-
tion of governmental entities, and will aid all cities and counties of
the State in avoiding Salt Lake County's double taxation dilemma; and
WHEREAS, Salt Lake City has discussed in detail these and other
annexation proposals with Salt Lake County, but to the present has been
unable to reach a meeting-of-the-mind on proposals which will effec-
tively address these concerns and properly define City and County roles
in the delivery of governmental services;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY, UTAH, that the Utah House of Representatives and the
Senate be advised of its support of the principles enunciated in
House Bill 375 and that the Legislators be encouraged to adopt said
Bill or its equivalent.
FURTHER, BE IT RESOLVED that the County be advised that unless
a meaningful municipal annexation law is enacted effectuating the
terms and spirit of House Bill 375, that the City may reconsider its
support of the now amended County tax proposals inasmuch as such posit
no permanent solution to the double taxation dilemma.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 10th day of February, 1977.
