Result RESOLUTION
WHEREAS the Board of City Commissioners has adopted a plan providing
for City-wide salary increases, effective January 1, 1966, and
WHEREAS to finance said salary plan within the present budgets of the
various City funds for the current fiscal year and for ensuing fiscal years after
July 1, 1967, will require substantial savings in payroll and other operating costs
within the five City departments, and
WHEREAS the employees of the City are and will be the direct beneficiaries
of such savings, which will be used to finance the salary increases provided for
in the plan adopted:
NOW, THEREFORE, be it resolved by the Board of Commissioners of Salt
Lake City that in order to assure the successful financing of said salary plan,
said Board hereby solicits the support of all City employees in the pursuit and
application of the following basic objectives and policies, as hereby adopted:
I. "Fewer but better paid employees."
Adoption of this objective does not contemplate displacement of any City
worker at any time; rather, its purpose is to gradually conform the number of
employees to current work loads of specific activities and functions within each
City department.
It is proposed this be accomplished by adoption of the following
procedures:
a. Freeze the number of regular full-time employees in each
department to their present levels, except for justifiable additions properly
substantiated to the Board of City Commissioners.
b. Adopt a practical system of providing for transfers between
activities within departments and, to the extent practicable, between departments,
taking into consideration the related nature of work assignments and training and
experience requirements for individual positions.
c. All departments are directed to follow this program from the
date of adoption of this resolution through June 30, 1968, at which time the program
will be reviewed and appraised by the Board of City Commissioners.
2. Voluntary reduction of seasonal employees during slack work
seasons.
Where applicable and to the extent practicable, all departments of City
government are hereby directed to establish on the basis of mutually acceptable

arrangements between City department heads and the employees involved, permanent
positions on a seven to nine month basis per year for those positions involving
seasonal or semi-seasonal work but now occupied by certain employees on a full
twelve month basis.
During the off-months, it would be contemplated that employees holding
such positions would not have to report to work, being able to accept temporary
employment or use such time as they personally desired. Such employees shall have
the same status as other permanent employees and shall enjoy the same fringe benefits
as employees in full time positions.
3. Department heads to make thorough appraisal of summer manpower needs.
A careful reappraisal shall be made at the onset of each succeeding
summer season as to temporary manpower requirements, so as to effect a reduction in
the number of persons so employed and, through improved supervision and work
programming, that greater efficiency in the utilization of such seasonal manpower
be achieved, with substantial resultant savings to those departments employing
large numbers of temporary daily employees.
4. Keeping overtime at a minimum.
That payments for overtime work be kept to a minimum in all City
departments, through improvements in work scheduling and increased efficiency in
utilization of personnel, consistent with the service requirements of the department.
5. Development of full scale personnel policies and practices.
That promptly upon establishment of the personnel office provided for
in the salary increase program, a full statement of personnel policies and practices
shall be developed and adopted by the Board of City Commissioners in the interest
of achieving further economies in personnel costs in City departments.
Adopted by the Board of City Commissioners of Salt Lake City this 25th
