RESOLUTION Result . . . . I OF APPRECIATION WHEREAS, a need was found for a study of personnel in Salt Lake City government; and WHEREAS, Dr. J. D. Williams, a professor of Political Science of the University of Utah and Kent D. Tibbitts, a graduate student of the University of Utah offered their highly competent services for making such a study; and WHEREAS, after many weeks of intensive study and investigation without any monetary compensation, Dr. J. D. Williams and Kent D. Tibbitts con- cluded this study of personnel turnover in Salt Lake City government and on December 28, 1967, submitted to the Board of City Commissioners their final report and recommendations relative to periodic review of wage and salary classifications of officers and employees of the city and salary schedules in connection therewith and greater use of competitive examina- tion in the hiring of new personnel and other useful and helpful recom- mendations; and WHEREAS, said Dr. J. D. Williams and Kent D. Tibbitts have rendered to Salt Lake City, its officers and employees, a great technical and impartial service: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY that said Board, for itself and on behalf of its officers and employees and citizens of Salt Lake City, does hereby express to the University of Utah and to Dr. J. D. Williams and to Kent D. Tibbitts its sincere and deep appreciation for the untiring and unselfish work and for the able and competent manner in which Dr. J. D. Williams and Kent D. Tibbitts fulfilled their assignment as evidenced in their report. The City Recorder is hereby directed to forward a copy of this resolution to the University of Utah, attention of President Fletcher, and to Dr. J. D. Williams and to Kent D. Tibbitts.
