Harmsen has served with great distinction as a City Commissioner since January 1971; and WHEREAS, he campaigned successfully on a platform which urged restructuring of police priorities, increased drug enforcement and treatment; reestablishment of downtown Salt Lake as a major shopping area, encouragement of renovation and reconstruction of depressed areas, preservation of the City's culture and heritage, and anti-polution control and fiscal reform, many of which through his influence have been improved or brought to fruition; and WHEREAS, he brought great vigor and organization to the Street Department in which he served, attracting able and experienced persons and implementing new techniques wherein paving of City streets was quadrupled and snow removal was improved; and WHEREAS, he has also served the residents of the City as a City Prosecutor, and served residents of the City and the State as President of the American Public Works Association, as a member of the Board of Directors of Utah League of Cities and Towns, and as a member of the Community Development Steering Committee for the National League of Cities and Towns; and WHEREAS, the citizens of Salt Lake and residents of the State of Utah owe Mr. Harmsen a debt of gratitude for his unselfish and diligent public work. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Salt Lake City, on behalf of themselves and all the residents of Salt Lake City, that it does hereby express sincere appreciation and gratitude for Stephen M. Harmsen's diligent and unselfish service, and the City, on behalf of its citizens, hereby commends Stephen M. Harmsen for his dedication and noteworthy service. BE IT FURTHER RESOLVED that a copy of this Resolution be delivered to Stephen M. Harmsen with warmest wishes for success and happiness in the future.
