extending appreciation and gratitude for your able, conscientious
and dedicated service and efforts in assisting to remove the
heroin curse from our community and rehabilitating those who are
so much in need of your help.
The Board of City Commissioners hereby extends its grateful
appreciation to you and every member of your staff. Your pro-
ject has added immeasurably to the well-being of our community.

RESOLUTION OF APPRECIATION TO
PROJECT REALITY &F,ReEARLE HOBBY
WHEREAS, on July 6, 1971, the Methadone Program was incorporated
within the City-County Health Department, at which time Project Reality
was providing care for about 35 heroin addicts; and
WHEREAS, in September of 1971, Mr.'Earle Hobby was made Director
of the Methadone Program known as Project Reality; and
WHEREAS, Mr. Hobby has expended great effort and long hours to
establish a methadone program which is hailed as one of the largest
drug abuse treatment programs in the Intermountain West and one of
the finest in the entire United States; and
WHEREAS, providing methadone treatment may be of little or of
negative value without ancillary services to support and encourage
the heroin addict; and
WHEREAS, Mr. Hobby and the Project Reality staff have assembled
and have effectively used with great success, creative therapy and
rehabilitative services to assist heroin addicts; and
WHEREAS, the Project Reality methadone treatment, coupled with
said creative therapy and rehabilitative services has resulted in
great rehabilitative success and thus been of significant benefit
to the community by reducing crime necessarily associated with heroin
addiction and by literally giving new life to the 34 individuals who
have been able to go back into the community without heroin or metha-
done support; and
WHEREAS, Salt Lake City and the residents thereof, owe a debt of
gratitude to the Methadone Program known as Project Reality and its
dedicated and able Director, Mr.;?Earle Hobby and his staff for their
unselfish and valuable community contribution;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY, on its own behalf and on behalf of all the residents
of Saltf Lake City that it does hereby express to Project Reality,
Mr.Y.Earle Hobby and his staff, its sincere appreciation and gratitude
for their able, conscientious and dedicated service provided to those
unfortunate members of our community who have become slaves to heroin.
BE IT FURTHER RESOLVED that the City Recorder deliver a copy of
this Resolution to Mr.;Earle Hobby, Project Reality, and each member
of the staff thereof for their individual and collective efforts in
assisting to remove the heroin curse from our community and to re-
habilitate those who are so much in need of their help.
Passed by the Board of Commissioners of Salt Lae City, Utah,
this 3rd day of M'rQ4, 1973.
