RESOLUTION
Result
WHEREAS, The Board of Commissioners of Salt Lake City by a
vote of four to one has declined to enact that certain ordinance
which would place the Police Department under Civil Service
regulations; and
WHEREAS, It is deemed advisable that an explanation be made of
the attitude of this Board of Commissioners on the general question
of Civil Service as applied to city employees:
NOW THEREFORE, BE IT RESOLVED, That the Board of Commissioners
of Salt Lake City favors the enactment of a State law governing this
important subject, which law shall apply to all the employees of the
City, but shall exclude from its provisions certain heads and sub-
heads of departments whose selection shall remain exclusively within
the jurisdiction of the Board of Commissioners.
RESOLVED FURTHER, That since state enactment cannot be expected
before the 1921 session of the legislature, the expediency of
adopting civil service for city employees by ordinance be commended
to the early consideration of the Board of Commissioners, as
organized after January 5, 1920, special reference being made to
the contention of the present Commissioner of Public Safety that,
in the interests of t§a law and order, civil service, coupled with
a "non-affiliation with labor unions" provision should be adopted
for the Police Department, at least at the earliest f asible date.
