WHEREAS, The Legislature of the State of Utah at its thirteenth
regular session in the year 1919, passed a joint resolution
proposing an amendment to Section 5 of Article 11 of the Constitu-
tion of the State of Utah, relating to municipal corporations,
wherein it is provided that any city may frame and adopt a charter
for its own government; and
WHEREAS, Said amendment will be submitted to the electors of
the State of Utah at the next general election to be held in
November of 1920, for adoption or rejection; and
WR&I..AS, It is desirable and expedient that timely action
should be taken looking toward the study of the question as to the
desirability of the adoption of said amendment, and also the study
and development of a suitable form of government to meet the needs
of Salt Lake City in the event said amendment to the Constitution
should be adopted by the people of the State; and
WHEREAS, Such study should be made by a committee of citizens
of at least twenty-five members to be appointed by and representing
the different municipal, industrial, business, labor and professional
interests of the city, and that such committee be organized at an
early date:
THEREFORE BE IT RESOLVED, That the Mayor be, and he is hereby
directed to appoint a committee of five persons(one of whom shall
be the Mayor) to represent the city government of Salt Lake City
in a larger committee to be formed from the different business,
industrial, labor and professional interests of the city for the

purpose of studying this problem, and of directing a campaign of
publicity with regard thereto, and that the Mayor be, and he is
hereby directed to invite such clubs and organizations represent-
ing the different interests in Salt Lake City to appoint members
of such larger committee; said committee to be known as the Salt
Lake City Home Rule Committee.
