RESOLUTION
Result
WHEREAS, Section 10-10-54, Utah Code Annotated 1953, provides
that all appropriations shall lapse at the end of the budget year
(June 30) to the extent that they shall not have been expended or
encumbered, bu-t the accounts shall remain open for fifteen days
thereafter for the payment of claims incurred prior to the close
of such year; and
WHEREAS, it is deemed desirable that a prescribed procedure be
adopted by the Board of Commissioners of Salt Lake City to avoid the
loss of departmental capital savings to the general fund surplus;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY that the following procedures be employed by the budget
directors of each of the statutory departments of city government with
respect to the encumbering and expenditure of departmental capital
savings:
1. All budget directors shall, prior to June 30 of each fiscal
year, subtract their estimated operating expenditures for the month of
June from the financial statement provided by the City Auditor as of
May 31, and the balance, if any, shall constitute departmental capital
savings.
2. All requisitions for the expenditure or encumbering of the
foregoing departmental capital savings must be approved by the City
Purchasing Agent or the Board of Commissioners of Salt Lake City not
later than June 30 of each fiscal year.
3. The City Auditor shall have the responsibility to work with
and assist the budget directors in following this directive and to
avoid the possibility of deficit expenditures or encumbrances.
4. Any claim not encumbered as hereinabove provided shall be
paid from the next ensuing budget.

BE IT FURTHER RESOLVED that a copy of this resolution be delivered
by the City Recorder to the City Auditor, the City Purchasing Agent and
each of the budget directors of the various statutory departments of
Salt Lake City Corporation.
Passed by the Board of Commissioners of Salt Lake City, Utah, this
11th day of June, 1974.
