WHEREAS, Salt Lake City does not at the present time have a personnel director for the purpose of making more uniform the employment of qualified individuals for Salt Lake City Corporation; and WHEREAS, the Board of Commissioners of Salt Lake City, Utah deems it advisable that there be created an office of City Personnel Director for the purpose of establishing and maintaining a central employment office for said City to accept and screen all applications for employment in the various city departments. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY, UTAH: 1. That there is hereby created the office of City Personnel Director which shall be placed within the Department of Public Affairs and Finance for budget purposes only. The City Personnel Director shall be responsible directly to the Board of Commissioners. Said office shall be filled by appointment by the Board of Commissioners which may from time to time appoint such subordinate employees as may be deemed necessary. 2. That the City Personnel Director shall receive a salary of $500.00 per month. 3. That before assuming the duties of his office, the City Personnel Director shall take and subscribe the Constitutional Oath of Office and shall furnish bond to Salt Lake City in the sum of Two Thousand and 00/100 ($2,000) Dollars. Said bond shall be conditioned for the faithful performance of the duties of his office and the observance of all rules pertaining to his office 4. That the City Personnel Director shall establish and maintain a central employment office, and shall accept and screen all applications for employment In the various city departments under his jurisdiction. He shall maintain personnel records. He shall, with the approval of the Board of Commissioners, promulgate and publish rules and regulations, not in conflict with this resolution, regarding the conduct and employment of city em- ployees and shall enforce such rules and regulations uniformly in all such -2- departments. He shall, with the approval of the Board of Commissioners, establish uniform salary schedules in all such departments. 5. That the City Personnel Director shall establish and maintain re-employment lists as provided in Section 25-16-16 of the Revised Ordinances of Salt Lake City, Utah, 1955. Whenever additional personnel is required in any of the city departments, other than those under the classified civil service, the department requiring such additional personnel shall so certify in writing to the City Personnel Director. The certification shall contain a description of the place to be filled, Including the Job classification number. Whenever practicable such place of employment shall be filled from a person whose name appears on the re-employment lists. If a person whose name appears on the re-employment lists is not available to fill such place of employment, then the same shall be filled by the City Personnel Director from those making application to the city for such place of employment. No such place of employment shall be filled in any department with a person who is not acceptable to the commissioner in charge thereof. 6. That the City Personnel Director shall have jurisdiction within the scope of this resolution over all city employees not otherwise provided for by the Classified Civil Service Department, under Section 10-10-9 through 10-10-22, Utah Code Annotated, 1953. 7. That this resolution and the authority contained herein, together with the rules and regulations to be adopted hereunder by the said City Personnel Director shall be subject to change or amendment at any time by action of the Board of Commissioners of Salt Lake City.
