Recently there has been much interest in the review of water
projects. The following information is being supplied in response
to that interest and in response to your correspondence with
President Carter concerning the Bonneville Unit, Utah.
As you are aware, the President's Fiscal Year 1978 budget revisions
did not include construction funds for 19 water projects. Eight
projects for which no funds were requested are under the jurisdic-
tion of this Department's Bureau of Reclamation, including the
Bonneville Unit. Each individual project will be given a
detailed review and reevaluation from both an economic and environ-
mental standpoint. At the end of the review period (April 15, 1977),
the Administration will either request that funding be continued,
request modifications, or request deauthorization by the Congress.

WHEREAS, the residents of Salt Lake City and the Wasatch Front,
consisting of more than 1 million people, are dependent upon water
produced in the mountains east of Salt Lake City and the Wasatch
Front and transported to the cities along the Wasatch Front; and
WHEREAS, the Central Utah Project, when completed, would greatly
ease an already existing water shortage in Salt Lake City and along
the Wasatch Front; and
WHEREAS, it has been the prior policy of the Federal government
to provide economic assistance in ways which would produce jobs in the
private tax producing sector for citizens of the United States; and
WHEREAS, the completion of the Central Utah Project will create
many jobs in the private tax producing sector and greatly increase
economic prosperity and stability along said Wasatch Front where
Salt Lake and numerous other Utah cities are located.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of
Salt Lake City, Utah, that for itself and on behalf of the residents
of Salt Lake City, hereby respectfully requests that the funding
for the Central Utah Project be reinstated, and that the Federal funds
cut for the funding of the Central Utah Project be restored this year
so that the Central Utah Project can proceed this very year when
drought so severely threatens the area. The Board of City Commissioners
also urgently requests that the Federal funds be restored to meet the
plans and presently let contracts for completion of the currently
planned phases of the Project.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 8th day of March, 1977.
