WHEREAS, in the recent past storm, drainage has caused Salt Lake City residents extensive damage on 7th South Street and 9th East and, also, on 6th South and 8th South Streets; and WHEREAS, flood control and storm sewer construction is the statutory responsibility of the County; and WHEREAS, a special tax levy has been assessed against Salt Lake City residents to finance storm sewer construction and millions of dollars has thus been paid into county coffers; and WHEREAS, only one major project has been commenced within Salt Lake City; and WHEREAS, Salt Lake County has promised for at least four years to complete the storm sewer system known as the 7th South Storm Sewer and, further, has promised to complete the first phase of the said storm sewer system in 1970; and WHEREAS, the County officials have repeatedly stalled, delayed and refused to act in providing an adequate storm sewer system for this area in Salt Lake City and has spent the flood control resources wholly outside of Salt Lake City; and WHEREAS, the need is so imperative on the 7th South Storm Sewer System as to place the City in fear of civil litigation against it and Salt Lake County; and WHEREAS, the City has even caused to be drafted plans for the said sewer system and is informed that the University of Utah will assist the project financially because of their contributory water drainage. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY, UTAH, that the Board be, and it hereby does, request the Salt Lake County Commission to authorize the immediate installa- tion and construction of the 7th South Storm Sewer, extending from the Jordan River to 9th East Street on 7th South Street, of sufficient capacity to meet present and future needs.
