WHEREAS, the Board of City Commissioners in developing the City's
major street plan has proposed that a street be constructed to serve
the northeast quadrant of the City; and
WHEREAS, said street is designed to be one of a low speed, low
volume, curvilinear facility to serve local interneighborhood traffic
and to serve public recreational facilities only; and
WHEREAS, various proposals have been advanced for the construction
of "Bonneville Scenic Drive" to connect Salt Lake and Davis Counties
and the proponents of said highway desire that such highway be a
direct, high speed, high volume connector from south Davis County to
northeast Salt Lake City, University of Utah, the East Bench of Salt
Lake City and Salt Lake County; and
WHEREAS, the suggested routes for the construction of said
highway have included the extension of roads located in Davis County
through, above and around the mountains between Salt Lake and Davis
Counties into the Capitol Hill and Avenues area of Salt Lake City and
said proposals have also contemplated the construction of a bridge
across City Creek Canyon; and
WHEREAS, such a facility would have a severe negative environ-
mental and visual impact on the area it would traverse due to the
width of such a highway and because of excessive cuts and fills which
would be required to construct such a highway in the mountainous
terrain and would have a deleterious effect on the northern neighbor-
hoods in Salt Lake City and the residents thereof due to the vehicular
traffic.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of
Salt Lake City that it is firmly opposed to the extension of any road
from Davis County around or through the mountains into either the
Capitol Hill or Avenues area of Salt Lake City and is opposed to the
construction of any bridge across any location in City Creek Canyon.
BE IT FURTHER RESOLVED by the Board of Commissioners that it
expresses its initial support of the construction of a road known
as "Bonneville Scenic Drive" from llth Avenue and Virginia Street
intersection around the back of the University of Utah to a major
connection with Foothill Boulevard (Research Park) interchange as
well as a minor connection to Sunnyside Avenue along the west
boundary of the Pioneer State Park. The Commission is further opposed
to the extension of "Bonneville Scenic Drive" to any point south of
Sunnyside Avenue.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 16th day of March 1977.
