WHEREAS, prior to July 1, 1968, Salt Lake City must adopt a budget
for the fiscal year 1968-69; and,
WHEREAS, it appears that the city will face increased costs of operation
for the fiscal year 1968-69 without any corresponding increase in revenues; and,
WHEREAS, the city has adopted, as a temporary measure, taxes on
utilities and sewer connections which should be eliminated as soon as possible; and,
WHEREAS, the Board of City Commissioners is of the opinion that the
entire financial structure of the city should be reviewed by an unbiased group to
make recommendations to the Board of City Commissioners of ways and means
by which the city may meet its financial problems; and,
WHEREAS, the city has heretofore appointed a "Citizens' Advisory
Committee" to assist the city in planning for the future and members of that
committee have indicated that the committee is willing to undertake such a study:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF CITY
COMMISSIONERS OF SALT LAKE CITY, UTAH, as follows:
1. That the "Citizens' Advisory Committee" be and it hereby is requested
to review the financial structure and problems of the city and give the Board of
City Commissioners its recommendations on the following:
A. Can the city maintain the present capital improvements' fund of
$1,000,000.00 per year under the present financial condition of the city?
B. Should the city adopt a bonding program for future capital
improvements, and if so, what should be included in this program?
C. Are there any areas of city government which can be curtailed
or eliminated?
D. Are there any legitimate revenue producing sources which are not
presently being used by the city?

E. Can a budget be adopted by the city for the fiscal year 1968-69
without the revenue produced by the new sewer and utilities taxes?
2. That the city would appreciate a report from the committee prior to
May 1, 1968, so that the suggestions of the committee may be duly considered
by the Board of Commissioners before formulating the budget for the fiscal year
1968-69.
