Result
WHEREAS, the Board of Commissioners of Salt Lake City Corporation has
great concern for the careful and judicious development of the foothill
areas of the Wasatch Mountains within the City; and
WHEREAS, The City desires to protect and preserve these areas insofar
as possible from unwise development which would scar the City landmarks
and jeopardize the safety and homes of the inhabitants of the City living
below the foothill areas; and
WHEREAS, the Board of Commissioners requested that the Department of
Planning and Zoning review and suggest appropriate guidelines for the
preservation and development of said foothill areas of the City; and
WHEREAS, pending the preparation of such study the Board of Commis-
sioners enacted a six month moratorium upon the development of any sub-
division development in the foothill areas; and
WHEREAS, the Planning and Zoning Commission has undertaken a careful
study of the problems incurred in the development of the City's foothill
areas and has submitted its recommendation for adoption of a comprehensive
program to impose additional standards upon further foothill area develop-
ment that must be complied with in order to minimize the slope instability,
erosion and water run-off, and protect and preserve the character of the
foothills for the benefit of the public; and
WHEREAS, the Board of Commissioners is desirous of adopting the long
range comprehensive program recommended by the Planning and Zoning
Commission which shall include; adopting (1) special development and
preservation zoning districts requiring special subdivision and development
requirements by ordinance; and (2) long term policies for City action in
furthering the goals of the protection and preservation of the character
of the foothill areas by resolution; and
WHEREAS, it appears to be in the best interest of the City and the
State to adopt such policies; and
WHEREAS, the Board of Commissioners further believe a formal declar-
ation of such policy will be of benefit to those wishing to participate
in such development.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT
LAKE CITY, UTAH, that in furtherance of and in addition to the ordinances
that will hereinafter be promulgated, the City hereby adopts the following
policies which shall govern its action with regard to the present and
future development of the foothills areas in Salt Lake Cityt
1. All development within the Foothill Development Overlay Zone
("F-1") District must conform to the appropriate rules and regulations,
including revised subdivision and site development ordinances.
2. That as a matter of policy, the City shall discourage and prohibit
all access across city-owned property within the proposed Foothill Pre-
servation ("P-1") District, excepting therefrom only non-motorized access
for recreational purposes.

3. Furthermore, the Board of Commissioners instructs that a copy of
this Resolution be delivered to all public institutions or entities owning
property within the proposed Foothill Development Overlay Zone ("F-1")
District and request that they adopt similar policies and actions to
preserve the characteristics of this valuable natural resource of the
Wasatch Mountain foothill area.
4. That as a general policy any and all property that may, in the
future, become annexed to Salt Lake City which lies contiguous to the
proposed Foothill Development Overlay Zone ("F-1") District, or contains
similar lands exhibiting characteristics generally associated with the
Wasatch Mountain foothill areas shall be subject to the site development
provisions of the proposed Foothill Development Overlay Zone ("F-1")
District.
5. That as a matter of policy the City shall, whenever within its
power, prohibit and otherwise discourage the lease, transfer, sale, or
trade of publically held land situated within the proposed Foothill
Preservation ("P-1") District to any private parties or to public entities
which would result in a change of the use of the property to any activi-
ties of a non-public non-recreational nature.
6. That in recognition of the unique and invaluable character of the
foothill areas of the Wasatch Mountains and in order to preserve their
characteristics and prohibit undesirable development, it is in the best
interests of the City to acquire, whenever possible, privately owned land
within the proposed Foothill Development Overlay Zone ("F-1") District to
preserve and protect it for the benefit of all residents of the City and
State.
7. That in order to facilitate the desires of the City to preserve
the public enjoyment and public access to these foothill areas by adopt-
ing a public acquisition policy as set forth above, the Board of Commis-
sioners hereby expresses its desire and intention to establish a fund
and seek financial sources for acquiring privately owned land within the
proposed Foothill Development Overlay Zone ("F-1") District.
BE IT FURTHER RESOLVED that a copy of this Resolution be delivered
to the commissioners of the cities and counties along the Wasatch Front
as an expression of their concern regarding the preservation of the foot-
hill areas of the Wasatch Mountains with the hope that each commission may
consider the matter and take similar action to preserve this common
natural resource of the foothill areas of the Wasatch Mountains.
