WHEREAS, Sal' Lake City Corporation owns and operates the Salt
Lake City Internacional Airport; and
WHEREAS, there has been submitted to the 95th Congress desig-
nated as Senate Bill No. 689, cited as the "Air Transportation Regu-
latory Reform Act of 1977" and commonly referred to as the Kennedy-
Cannon Bill; and
WHEREAS, it is the opinion of the Salt Lake City Board of
Commissioners that the Bill as drafted:
(1) Permits excessive change without thorough recognition of
the impact it will have on all industry components.
(2) Does not provide a means for continuance of adequate air
service patterns to small communities.
(3) Generates a diversion of "feeder" traffic to intermediate
airports from smaller communities and abets the concentration of
service to major markets.
(4) Creates an unstable environment which will have a detrimental
impact on long term financing of airport facilities.
(5) Allows fair flexibility that could result in unjust dis-
criminationby burdening of non-discriminatory markets with higher
prices.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of
Salt Lake City, Utah, as follows:
Salt Lake City does hereby oppose the Air Transportation Regu-
latory Reform Act of 1977, Senate Bill No. 689, as drafted.
BE IT FURTHER RESOLVED that the Board of Commissioners of Salt
Lake City supports moderate regulatory reform and expresses its
concern that any such reform should be approached cautiously and
transition should be gradual in order to minimize disruption of the
air transportation system. It is the opinion of the Salt Lake City
Board of Commissioners that any legislation must (a) preclude the
erosion of air service to smaller and isolated communities, (b) re-
spond to concerns regarding future capital financing, (c) prevent
abusive pricing techniques, (d) include public interest safeguards,
and (e) maintain the integrity of a national air transportation sys-
tem.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 7th day of April, 1977. J]
