A right-of-way 66 feet wide being 33 feet on each side
of the following described center line: Beginning at a point
in the north line of Popperton Place, a subdivision of part
of Section 33, T. 1 N., B. 1 E., Salt Lake Base and Meridian,
said point being in boundary line of U. S. Military reserva-
tion and 33 feet east from the N. B. Corner of Flock 2, said
Popperton Place, running thence N. 0 deg. 0P' W. along center
line of Alta Street produced 1.0 feet, thence along a. 43 deg.
curve to the left 116.7 feet, thence N. 50 deg. 12 ' W. 160.9
feet; thence along a 10 deg. curve to the left 111.7 feet,
thence N. E1 deg. 221 5. 404.2 feet, thence along a 10 deg.
curve to the left 76.3 feet, thence N. 69 deg. ', 38.2 feet •

Also beginning at the northwest corner of Block 1 , Popperton
Place (Plat "A"), a subdivision of part of Section 37, 1'. 1.
N., E. 1 E., S. L. B. M M., said point being in the boundary
line of the Fort Douglas Military heservation and running
thence vest 91.92 feet; thence North along the west boundary
of said reservation 487.1. feet to a point on the south line
of the 66 foot right-of-way above described; thence south-
easterly along said south line 99.9 feet more or less to a
point in the east line of Virginia Street produced and 440.5
feet north from point of beginning, thence south 440.5 feet
to point of beginning; known as Virginia Street.

Sear Mr. Matheson:
Deference is made to your letter of May 23, 1938, con-
cerning certain rights-of-way and easements in favor of Salt
Lake City, across a portion. of Fort Douglas Military h•eserva-
tion., Utah.
A careful study has been made of all phases of this pro-
posal, by the Bar Decartment. Under existing statutes, there
is no authority whereby a City can be granted rights-of-way
for streets across ;military reservations. Special legislation
is recuired in each once. However, I am flease-i to inform you
that the ,•ar :�epartrent will interpose no objection to the
enabling legislation in this case, when it is presented for
consideration. It will be appreciated if. such legislation is
submitted Fy the city or alt Lase as soon as practicable after
the opening of the next session of Coneress.
in connection with the proposed easements for all utili-
ties, both city and city franchised, across the involved por-
tion of Fort Douglas, the owner in each case should submit

requests covering each item and showing in detail and by
blueprint, the accurate nature and location of each
installation. Upon receipt of these requests the Tar
Department will give further consideration to them.

IICtreets and Public Improvements of Salt Lake City be and he is
hereby authorized anc directed to request the Senators and enre-
sentatives from Utah to propose to nonress for enactment the sub-
stance of the following, or legislation designed to authorize the
. Secretary of 'J.ar to permit Salt Lake City to erect the boulevard
above described:
"`The Secretary of bar is hereby empowered and authorized
under such terms and conditions as ore deemed advisable by
him to permit Inc board of Commissioners of Salt Lake City
to construct and maintain such roads, streets and boule-
vards through the Military Reservation of port Douglas,
Utah, upon such location and of such width and upon such
terms and plans as he may deem proper for the protection j
of the interests of the United States."
