RESOLUTION .
WHEREAS, By Section tO1 of Chapter 125 of the Laws of Utah,
1911, there was conferred upon the Board of Commissioners of this
city the powers and duties possessed and exercised by the Board of
Public Works as it existed at the time of the passage of the act
• aforesaid; and
WHEREAS, By Section 286 of the Compiled Laws of Utah', 1907,
relating to the Board of Public Works, the power was conferred
upon said Board to superintend the performance of all work and the
erection of all improvements ordered by the City Council, except
certain public buildings; and
WHEREAS,. By an ordinance passed by the Board,of Commissioners
of this city January 2, 1912, the office of Supervisor of Streets
was abolished and the office of Supervisor of Streets and Public
Improvements created, which ordinance also provided that said last
named officer should have charge and supervision of all public
improvements, which ordinance being at variance with the statute,
added to the onerous duties of the Street Supervisor the burdens
of inspection of public improvements theretofore borne by the
Board of Public Works; and
WHEREAS, Under the power to superintend the performance of
411 work and the erection of all improvements ordered by the City
Council as aforesaid, said Board of Public Works employed a person
who was denominated Chief Inspector of said Board, who had general
charge of such inspection; and
WHEREAS, For many years prior to the Laws of 1911 going into
effect, the questionaof. Whether the inspection of public work
should be made under the direction and supervision of the Board of
Public Works or under the direction and supervision of the City
Engineer was a matter of almost constant agitation; and
WHEREAS, Since the passage of the ordinance of January 2,
1912, aforesaid, supervision of public works and improvements has

been carried on by the Supervisor of Streets and Public Improve-
ments, during which time it has been claimed by the City Engineer
that such supervision should be conducted by said City Engineer;an,
WHEREAS, Under said Section 201 of the Laws of 1911, the
duties of said Board of Public Works have devolved upon the Board
of Commissioners and not upon any particular officer; and
WHEREAS, With a view .of settling the much agitated question
aforesaid, and to accomplish the segregation of the work and dutie%
pertaining to the inspection of public improvements from that of
the work and duties of the care and supervision of the streets of
the city:
BE IT RESOLVED, That the City Attorney be, and he is hereby
instructed to prepare and submit to this Board, ordinances which
shall provide for the repeal of the ordinance passed by the Board
of Commissioners January 2, 1912, aforesaid, and the creation of
the office of Supervisor of Streets in place of the office of
Supervisor of Streets and Public Improvements mentioned in said
ordinance, and for the designation of a competent and qualified
person in the Department of Streets and Public Improvements, who
shall be an engineer, and whose duty it shall be under the direc-
tion of the Board of Co, ,,ieeionera and the Commissioner of Streets
and Public Improvements, to have general charge of the inspection
of all public works and public improvements ordered by the Board
of Commissioners and let..by contract; and.,to.see.that the plans
and specifications tot cif suchTWorf prepared by the City Engineer
are carried out; that said officer shall receive a salary of
$ \ per annum, which shall be paid monthly as are the
salaries of other city officers; thft before he shall enter upon
the duties of his office he shall take the constitutional oath of
office, and execute a bond with good and sufficient sureties in
the sum of $ 10 0 0 0 , payable to Salt Lake City, to be

approved by the Mayor, conditioned for the faithful performance of
the duties of his office and the payment of moneys received by him
according to law and the ordinances of this city. That all per-
sons recommended by the Commissioner of Streets and Public Improve
IIments for employment as deputy inspectors of public work and im-
provements shall, before their employment , be examined as to their
qualifications by the City Engineer of this city, who shall report
his findings in that regard to the Board of Commissioners ; that
such deputy inspectors shall make a full daily report in triplicat-
of the work under their inspection, one of said reports to be file•
with the Commissioner of Streets and Public Improvements , one wit
the City Engineer, and one with the Inspector of Public Work and
Public Improvements.
