H.R. 7767 passed the House on June 16, 1975, and passed the Senate amended on June 23, 1975. Members of both the House and Senate Veterans Affairs Committees are presently conferring on the two versions of the bill . I have supported increased benefits in the past and will support acceptable additional increases. Higham, City Recorder Salt Lake City Corporation Office of City Recorder 200 City&County Building Salt Lake City, Utah 84111 Dear Ms. Higham: Thank you for sending me a copy of the resolution passed by the Board of City Commissioners expressing their support for the Senate version of H.R. 7767, the Veterans Disability Compensation and Survivor Benefits Act of 1975. I fully share your sentiments regarding the special debt of gratitude we owe to those who suffered disability or death as a result of military service to our nation, and I am inclined to support the more liberal provisions of the Senate-passed bill. Generally when there is a difference between the House and Senate versions of a particular measure, a conference committee composed of representatives from both the House and Senate meet to work out an acceptable compromise. The two Veterans Affairs Committees, however, prefer to iron out their differences on an informal basis, and are presently in the process of attempting to do this. My guess is that the final increase approved will be higher than that passed by the House but somewhat lower than that approved by the Senate. Since no decision has yet been made, however, I am forwarding a copy of your letter and the attached resolution to the chairman of the House Veterans Affairs Committee so that it may be considered in the course of their deliberation. Greener , Harmsen Harrison Phillips LUTION Result WHEREAS, this Nation, State, County and City owe a debt of grati- tude to those men and women who served their country with honor during time of war and national emergency; and WHEREAS, we owe a special debt of gratitude to those who suffered disability or death as a result of said service for their country; and WHEREAS, the United States Veterans Administration has been dele- gated the responsibility of making determinations of percentages of disability suffered and making decisions under the law regarding widows' entitlements to service-connected death compensation benefits, but the amounts payable for these disability percentages and certain eligibili- ties for service-connected death benefits is determined solely by Act of Congress; and WHEREAS, the U.S. House of Representatives passed a bill known as HR 7767 which acknowledged the plight of the disabled veteran who must cope with the ever-rising cost of living, but whereas the U.S. Senate deemed said bill woefully inadequate to cope with the skyrocketed Consumer Price Index and substituted the wording of the Senate's own disabled veterans' compensation bill and sent it back to the House to be reconsidered; and WHEREAS, this substitute HR 7767 is concerned not with how the veteran died, but how he and his family have had to live in the shadows of his service-connected total disability; and since it will not only make adjustments in the amount of VA benefits payable, but will also lift a heavy burden from the widows of our totally disabled veterans by granting service-connected death compensation benefits to the widows of men who were rated totally disabled due to service for a year or more prior to their demise, regardless of the cause of their death. NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Salt Lake City, under the chairmanship of Conrad B. Harrison, Mayor of Salt Lake City, go on record this date as urging united and favorable action by Utah's two Congressmen in the U.S. House of Repre- sentatives, the Honorable Gunn McKay and the Honorable Allan Howe, and requesting they support HR 7767 as passed by the Senate. BE IT FURTHER RESOLVED that a copy of this resolution be forwarded at once to the Washington offices of the Honorable Gunn McKay and the Honorable Allan Howe.
