discontinuance of Trains Nos. 17 and 18 between San
Francisco. California and Salt Lake City. Utah- and-
Finance Docket No. 25793-Southern Pacific Company
partial discontinuance of Trains Nos. 101 and 102
between Ogden. Utah and Oakland. California, at the
Interstate Commerce Commission's hearing on the
same scheduled in Salt Lake City on October 29. 1989.

in said order required aatd railroad company to
continue the operation of its passenger trains, but
not beyond February 14, 1970, and that the invest-
igation be continued, be filed for record in the
office cf the City Recorder and the Law Department
so notified.

RESOLUTION
Result . . . .
WHEREAS, the "California Zephyr", being Trains Nos. 17 and 18,
has provided valuable service for many years between Chicago, Illinois,
and Oakland and San Francisco, California, through Salt Lake City,
Utah; and
WHEREAS, the western segment of this cross-country passenger
service has been operated by the Western Pacific Railroad Company
between Salt Lake City, Utah, and the West Coast; and
WHEREAS, application has been made to the Interstate Commerce
Commission by the Western Pacific Railroad Company for permission to
discontinue the segment of the "California Zephyr" passenger train
operating over its line; and
WHEREAS, the residents of Salt Lake City have come to rely upon
such passenger train service; and
WHEREAS, such passenger service has contributed not only to the
public convenience, necessity and advantage of residents of Utah,
Nevada and California, but has also contributed to the economy of
said states and communities therein; and
WHEREAS, this train provides valuable access to these areas by
non-residents; and
WHEREAS, the discontinuance of the "California Zephyr" would
leave Salt Lake City without adequate rail passenger service and
would deprive other communities and their residents between Salt Lake
City, Utah, and Oakland and San Francisco, California, of said service
resulting in inconvenience to the residents of said communities and
causing economic harm; and
WHEREAS, the discontinuance of the "Zephyr" would be a dis-
service to the public interest by eliminating in essence a means of
"transcontinental" service to these areas; and
WHEREAS, the discontinuance of said trains would result in
depriving the public of means for aAr unique travel experience since
the "California Zephyr" traverses some of the most scenic country in
the nation such as the Feather River Canyon on the route west of
Salt Lake City, as well as outstanding scenery on the route east of
Salt Lake City; and
WHEREAS, the proposed discontinuance of the western segment of
the train over the route of the Western Pacific Railroad could render
impracticable the entire service provided by the "California Zephyr"
including the central part of the run operated by the Denver & Rio
Grande Western Railroad, and the eastern segment operated by the
Chicago, Burlington & Quincy Railroad, thus adversely affecting an
important transcontinental passenger service through Utah, to and
from the West Coast, through Utah to and from midwestern and eastern

cities and causing harm to general transcontinental travel between
eastern and midwestern points to the West Coast through Utah, contrary
to the public interest, convenience and necessity; and
WHEREAS, the effects of this discontinuance would result in harm
not only to interstate commerce but also Utah intrastate commerce.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY, UTAH, that said Board does hereby object to the dis-
continuance of the "California Zephyr", Trains Nos. 17 and 18, and
respectfully petitions the Interstate Commerce Commission to deny
the request of the Western Pacific Railroad Company for discontin-
uance of said trains.
BE IT FURTHER RESOLVED by the Board of Commissioners of Salt
Lake City, Utah, that this Resolution shall be filed with the ICC
Hearing Examiner at one of the scheduled hearings of this matter in
the State of Utah and that a copy of the Resolution be transmitted
to the Interstate Commerce Commission in Washington, D.C. to each
of the United States Senators and the United States Congressmen repre-
senting the State of Utah, and to other appropriate places.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 9th day of September , 1969.
