48 of 1980 - Resolution authorizing the Mayor to amend, and/or approve and execute a Phase II Design Contract bet RESOLUTION
WHEREAS, in order to protect the health and safety of the
residents of Salt Lake City it is important that an adequate
solid waste landfill site be available; and
WHEREAS, the current City/County solid waste landfill is
rapidly approaching its useable capacity, and Salt Lake
City/County now face the necessity of rapidly finding a new site
upon which to construct a landfill.
NOW, THEREFORE, be it resolved that the Salt Lake City
Council gives its support to the Mayor to amend, and/or approve
and execute on behalf of Salt Lake City, a Phase II Design
Contract between Salt Lake City, Salt Lake County, Salt Lake
County Special District No. 1, the Utah Division of Wildlife
Resources, and Emcon Associates, Inc. for a landfill design and
operations plan for land west of 1300 South and 5600 West.
BE IT FURTHER RESOLVED that the Salt Lake City Council
strongly recommends that since there could be many potentially
serious problems associated with any landfill, and many special
needs associated with the selection of this site for the purposes
of a landfill that, in giving this support, the following actions
should also be given consideration:
1. Long range planning for landfill or recycling facilities
should be begun immediately so as to maximize the likelihood
of selection of optimum sites.
2. Wind fences (preferably two or three at fifty or
seventy-five foot intervals) should be erected on the north
and east sides of the landfill.
3. The wind fences should be routinely cleaned of debris to
prevent an excessive build-up of trash.
4. All major and secondary roads to the landfill should be
routinely patrolled by responsible area law enforcement
agencies and tickets issued to all motorists who do not
properly cover the trash in their vehicles. Persons found

dumping trash along the roadsides or in surrounding vacant
lots should be prosecuted.
5. All trash that has been dumped along the roadsides
should be routinely cleaned up and hauled to the landfill by
City or County trucks in their appropriate City or County
areas.
6. Development of the landfill should proceed from north to
south and the bird refuge area should proceed from east to
west.

WHEREAS, the Mayor and City Council of Salt Lake City the
Board of Commissioners of Salt Lake County, and the Boar4 of

previously, by Inter-local Agreement, established th'e Salt Lake
County Solid Waste Management Council to operate,<and administer a
sanitary landfill within Salt Lake County for Xte use and benefit
of their citizens; and
WHEREAS, the Utah Division of Wildlife Resources owns real
proprty which is adjacent to the site of—the landfill being
operated by the said Salt Lake ValleySolid Waste Management
Council, and has previously entered/Into negotiations with said
Council and the above-mentioned parties for the use of its property
for expanded landfill operations:; and,
WHEREAS, it is to the benefit of all parties that operation
of said landfill should be done in accordance with scientifically
sound techniques and with the objective of permitting the highest

and best use of the landfill site when its capacity for use as a
landfill is exhausted; acid

WHEREAS, the part*es have agreed to contract with Emcon
Associates, Inc. , to,assist in the accomplishment of their above-
stated objective; an/d
WHEREAS, Titl,A11, Chapter 13, U.C.A. , 1953, as amended,

allows the said blic entities to enter into cooperative agreements
to provide for he joint operation of any facility or improvement

which they have authority by law to operate individually and for
the extension' or improvement thereof; and
WHEREAS, the parties have negotiated and approved an interlocal

contract with Emcon Associates, Inc. , to receive a plan whereby
they may/
'accomplish their mutual objectives regarding the landfill;
NNO, THEREFORE, BE IT RESOLVED that the City Council of Salt
Lake ty does hereby accept and approve the above-referenced
Inter-local Agreement, attached hereto, for and on behalf of Salt
