WHEREAS, Salt Lake City Corporation desires to improve the
efficiency and effectiveness of its services; and
WHEREAS, the Board of Commissioners has determined that the
improvement of efficiency and effectiveness of its services can be
obtained through improved supervision techniques; and
WHEREAS, improved supervision techniques can be achieved
through a performance evaluation system based on objective work
related criteria.
NOW, THEREFORE, the Board of Commissioners hereby direct the
Personnel Department to implement a performance evaluation system
based on objective work-related criteria for all its employees by
January 1, 1979, and the Board of Commissioners hereby require all
supervisors to attend training sessions to learn management-by-
objective and further directs each supervisor to implement the
management by objective system.
