P. A. Project for the benefit of the Boy Scouts of America known as Projects 65-1-49 and 165-1-3007 of the Works Progress Administra- tion for the erection of twenty log cabins and the installation of 5,450 feet of water line in the WasatcA National Forest of Utah. WHEREAS, Petition No. 122 filed March 3, 1937, by the State Administrator of Utah Works Progress Administration reads as follows: "March 2, 1937. Honorable Board of City Commissioners, Salt Lake City, Utah. Gentlemen:- Salt Lake City, through Commissioner P.H. Goggin, is official sponsor of Official Projects 65-1-49 and 165-1-3007 of the Works Progress Administra- tion for the erection of twenty log cabins and the installation of 5,450 feet of water line in the Wasatch National Forest of Utah. I am in receipt of a letter from Colonel F.C. Harrington, Assistant Administrator and Chief Engineer of the Works Progress Administration in Washington, in which Colonel Harrington states: "From the wording of the original project de- scription, as well as information contained in a recent report of the Division of Investigation, it is clear that the purpose of these projects is to constructa camp for the exclusive use of the Boy Scouts of America. Although the projects were sponsored by Salt Lake City, through its Parks Department, it is apparent that this sponsorship was purely nominal and that it ' as under- taken by the City merely because the Scout organization is not an eligible sponsor for Works Progress Administra- tion projects. "While the value of the work done by the Boy Scouts of America is recognized, it is not a public agency. There- fore projects for its benefit are not public projects ^hick the Works Progress Administration is authorized by law to carry out. It is unfortunate that approval was given to the original project application, which indicated that the project was intended for the bene- fit of the Boy Scouts rather than that of the general public, but this oversight cannot operate to make the -2- project legal. "It appears, therefore, that the expenditures of Federal funds on.Offitial Projects 65-1-49 and 165-1-3007 were illegal. Therefore, no other course is open than to discontinue work on the projects and endeavor to secure restitution of the expenditures already made. "It is requested that you submit a report on this matter at your earliest convenience. In the mean- time, no further expenditures may be made ©n the project `: ..� ` You will note that Colonel Harrington em- phatically points out that WPA projects to be legal 1 must be for the benefit of the general public. I wonder if your honorable body desires to reconsider your sponsorship of this project through your Parks Department whereby the improvements in the forest will be dedicated to the general public and not to one organization. 1 You will note that I am called upon to make a report on this project situation. I would like to include in that report a letter from your 1 honorable body as to your intentions in regard to this Parks Department project in the Wasatch Forest. NOW, THEREFORE, IT IS HEREBY RESOLVED that the erection of twenty log cabins and the installation of 5,450 feet of water line in the Wasatch National Forest of Utah under projects 65-1-49 and 165-1-3007 of the Works Progress Administration and all improl ments done under the sponsorship of Salt Lake City by the W.P.A. in said projects are hereby dedicated to the use of the general public and of the inhabitants of Salt Lake City, Utah. 1 Passed y tjae Board of Commissioners of Salt Lake City, I+Utsh, this /i- day of , A.D.
