RESOLUTION
WHEREAS. two of the three branches of our form of government, the
judicial and the legislative. are directly concerned with the formulation,
enactment, enforcement and interpretation of our laws; and
WHEREAS. the third branch of our form of government. the executive.
is constantly affected by the enactment and interpretation of our laws; and
WHEREAS, city and county commissions within the State of Utah are
cognisant of and vitally concerned with the formulation, enactment. en-
forcement and interpretation of our laws by virtue of the joint rale of ad-
ministration and legislation which is portrayed by said commissioners
under our form of government;and
WHEREAS, the growing complexity of statutes. ordinances and other
laws has made it increasingly important that our many citisens fully under-
stand the import of our various laws and the participation of the courts and
other departments of our government in the formulation. enactment. en-
forcement and interpretation of these various laws; and
WHEREAS, the first day of May has been established by proclamation
of the President of the United States each year since 1958 and is observed
with special services and programs in many communities and by civic
organisations throughout the United States; and
WHEREAS. the first day of May. 1961, has been established as "Law
Day U. S. A."and the observance thereof is being joined in within Utah
by State and local bar associations and other organisations within the
legal profession; and
WHEREAS, the purposes of"Law Day U. S. A."are as follows:
1. To foster an increased respect for law. as an indispensable
element in our national life;
2. To encourage responsible citisenship, by emphasising its obli-
gations as well as its advantages;and
3. To make more meaningful to Americans of all ages their heritage
of"individual freedom under law", and in so doing to point up the
contrast between that great principle and the subordination of
human rights under communism; and
WHEREAS, these avowed purposes are of such a nature that
they should be endorsed by all branches and divisions of our form
of government;
NOV;, THEREFORE, BE IT RESOLVED, that the First day
of May, 1961. be and the same hereby is proclaimed "Law Day"
within the corporate limits of Salt Lake City and the unincorporated
areas of Salt Lake County; and
BE IT FURTHER RESOLVED, that all branches and departments
of government of both Salt Lake City and Salt Lake County be in-
structed to participate in the special observances of this Day and
all schools, other governmental subdivisions and civic organisations
within said City and County be encouraged to participate in such ob-
servances and to place special emphasis on this Day to the functions
of government and, particularly, the functions of the Courts and all
law enforcement agencies;and
BE IT FURTHER RESOLVED. that all citizens of Salt Lake City
and Salt Lake County be requested and encouraged to participate in
the special observance of this Day and, further, to utilise all of
the days of the week beginning with the First day of May, 1961, to
attempt to more fully understand the functions of the Courts and all
law enforcement agencies within the City and County; and
BF IT FURTHER RESOLVED, that during the week commencing
with the First day of May. '.961. the Judges of the various Courts
and all law enforcement agencies within Salt Lake City and Salt Lake
County be encouraged to make particular effort to foster, support
and promote the purposes of"Law Day U. F. A."
