WHEREAS, it is deemed advisable to create a wage and job classifi-
cation committee to consist of employees of Salt Lake City to examine,
review and make findings relative to such job classifications and salary
and wage structures, covering non-civil 'service employees of Salt Lake
City, as may be referred to such committee to assist in eliminating
inequities;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY:
SECTION 1 . There is hereby created a wage and job classification
committee, consisting of eight (8) members, six (6) of whom shall be
non-civil service employees of S,:lt Lake City, to be appointed by the
elected heads of each department, one for each of the following depart-
ments: Street Department, Water Department, Parks Department, Finance
Department, Public Safety Department, and City Auditor's Department;
the remaining two members shall be a representative from the Salt Lake
City Employees' Association and a representative from the American
Federation of State, County & Municipal Employees AFL-CIO, said two
representatives to be selected by the respective executive boards. The
members of said committee shall select one of their number to be chair-
man and another member to be secretary.
SECTION 2. The said committee shall perform the following functions:
(a) Review such job classifications of the non-civil service
employees of Salt Lake City as may be referred to the committee
by the elected head of one of the above named departments, or by
his representative, using the procedures, factors, and point
system as established in the previous evaluation program, and to
submit findings to the City Commission relative to reclassification
of jobs to eliminate any existing inequities.
(b) Evaluate new jobs or positions which may from time to
time be established to effectively carry on functions of city
government.

(c) Review the present wage and salary structure and make
findings as to any changes therein, after comparison of studies
of wages and salaries in private industries and comparable
governmental agencies.
(d) Secure such necessary counsel and assistance from the
State of Utah Department of Employment and Security and/or other
professional agencies as may be required, incurring no expense
therefor to Salt Lake City without prior approval and authori-
zation from the Board of City Commissioners.
(e) After full consideration, submit its findings, with
recommendations, if advisable, to the City Commission, being
guided at all times by the best interests of the residents of
Salt Lake City.
SECTION 3. The committee hereby created shall operate on a con-
tinuing basis. The members of said committee, as initially appointed,
shall continue as members thereof until changed by action of the Board
of Commissioners. The committee shall meet as often as may be neces-
sary to perform the functions herein authorized, and may meet during
working hours. The members of the committee shall serve as such with-
out pay.
SECTION 4. Nothing herein contained shall be construed to change
any procedures now in effect relative to normal longevity, pay increases
or class changes due to promotions.
