Hogensen City Recorder Salt Lake City Corporation 200 City& County Building Salt Lake City, Utah 84111 Dear Mr. Hogensen: Please refer to your letter of February 8, 1966, transmitting resolution passed by the Board of City Commissioners pro- testing withdrawal of RPO service in Denver & Rio Grande Trains 7 and 8 and diversion of mail from Train 7. When the Council Bluffs Terminal was closed on January 16, 1966, distribution of Utah parcel post and circular mail, and Nevada parcel post, was transferred to the Salt Lake City Post Office. As a result of this transfer, a minimum of 35 additional positions were added at the Salt Lake City Post Office. Utah and Nevada mail, formerly offloaded from trains at Council Bluffs for distribution, now continue through to Salt Lake City on the same train. This not only improves the service to Salt Lake City but also results in a savings to the taxpayers by eliminating the railroad unloading and loading charges at Council Bluffs. Railway Post Office service in Trains 7 and 8 between Grand Junction and Salt Lake City is being discontinued March 25, 1966 in order to provide an improved service at a reduction in postal transportation costs of approximately$75,000 per annum. As you are aware, Train 8 leaves Salt Lake City at 5:15 p.m. which is too early to receive a significant amount of the same day's mail. Also, Train 7 arrives Salt Lake City at 8:00 a.m. which is too late to effect citywide carrier service the same day. RESOLUTION r WHEREAS, the United States Post Office Department is proposing to discontinue the RPO cars on Trains 7 and 8 of the Denver & Rio Grande Western Railroad Company between Grand Junction, Colorado and Salt Lake City, Utah; and WHEREAS, said department has heretofore diverted mail from said Railroad Company's Trains 7 and 8, being now transported from Council Bluffs, Iowa to Salt Lake City, Utah by another railroad; and WHEREAS, the proposed diversion of mail from said trains will result, and the diversion of mail from said trains al- ready accomplished has resulted, in great in great inconven- ience and loss of time and service to the citizens of Salt Lake City, Utah and communities in Utah served by the Denver & Rio Grande Western Railroad Company, and will result in loss of jobs and payrolls in the State of Utah: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMIS- SIONERS OF SALT LAKE CITY, UTAH, that said Board does hereby protest the proposed discontinuance of the RPO cars on Trains 7 and 8 of the Denver & Rio Grande Western Railroad Company, and respectfully request that such discontinuance be abandoned and rescinded as such action will be in the best interests of the citizens of Salt Lake City, Utah and the State of Utah. BE IT FURTHER RESOLVED that a copy of this Resolution be provided for transmission to the Post Office Department and to such other agencies or persons as may have an interest therein.
