WHEREAS, the statutes of the State of Utah presently exempt ambulances and taxicabs from regulation by the Public Service Commission of the State of Utah within a fifteen mile radius of any city or town; and WHEREAS, the Board of Commissioners of Salt Lake City is of the opinion that it does not have the expertise nor the necessary staff to adequately make deter- minations of public convenience and necessity in the granting of licenses to appli- cants for taxicabs, ambulances and special transportation vehicles used to trans- port disabled persons who do not require ambulance service; and WHEREAS, the Public Service Commission of the State of Utah presently makes such determinations and regulates such vehicles outside a fifteen mile radius of cities and towns and is knowledgeable and experienced in such matters; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY, UTAH that it hereby recommends and supports the enactment of legislation by the State Legislature presently in session to remove the exemption relating to the regulation of ambulances and taxicabs by the Public Service Commission of the State of Utah and to include special transportation vehicles for the transport- ation of handicapped persons within the regulatory power of said Public Service Commission.
